The rapid development of the world economy actualizes the need to study the patterns of formation and mechanisms of state support for the eco-economy market. The introduction of management focused on greening, in particular, by entering the eco-economy market, has not yet become widespread, including due to the presence of problems with the choice of management tools that consider the specifics of this market. The long-term objectives of cross-border cooperation projects aim at: creating more bilateral benefits; improving the physical and economic infrastructure; human resources development of the region; deepening cultural and educational ties; preparing for EU membership; environmental protection etc. Cross-border cooperation is favored by cultural heritage, ethno-linguistic heritage, historical heritage or the presence of national minorities. That determines the development of infrastructure potential in the form of construction and modernization of a complex of socio-economically significant objects. In the developed countries, being a reality promoted recently, the public-private partnership encompasses intellectual, institutional and organizational resources, and acquires an increasingly important role in integrating the managerial structure in central and local public administrations. The analysis of the configuration of the management of international publicprivate partnership projects, in the conditions of financial and economic instability, highlights the issue of attracting the private sector to participate in the management and financing of socially significant strategic infrastructure projects. {"title":"The right to be forgotten – one of the fundamental rights of internet users","authors":"A. This ease of access undoubtedly favored the freedom of information, but the fundamental right to privacy of natural persons seems to be under threat in the absence of adequate legal mechanisms. Since recently the Court of Justice of the European Union (,,CJEU”) ruled in two cases (C136/17 and C-507/17) on a series of questions concerning the implementation of the right to de-referencing (digital right to be forgotten) and its territorial scope, this paper analyses the impact of those two judgments on the effectiveness of the right to be forgotten. On the one hand, we are witnessing its strengthening, especially as a result of the clarification that, in principle, the operator of a search engine is required to admit a request for de-referencing where the information relates to an earlier stage of a legal proceeding and no longer corresponds to the current situation. On the other hand, we find a limitation of its effectiveness, since, by default, the links removal by the operator of the search engine will only be done on the versions of that search engine corresponding to all member states. Regardless of the administrative-territorial organization of the state, this process involves planning, carrying out and monitoring the reform of territorial reorganization. Each step of the reform is the subject of a successive order, which will be set out in a chronological order, according to the recommendation of the committee of Ministers of the Member States of the Council of Europe Rec (2004) 12.
