Literature review is used for research in this paper. It is founded through this study, due to the late start of the talent apartment system in Chengdu, the relevant policy system is still not perfect. There are still two contradictions between cognition and supply and demand in the process of implementation. It is concluded that the development of talent apartments in Chengdu should have the following three points: first, preparing the current transfer plan for existing talent apartments; second, solving the problem of talent housing needs to be carried out in many aspects at the same time; third, using different security policies for different talents. Practically solve the problems in the management of talent apartments, provide different policy support, and transform the construction of “talent apartments” into “talent communities”, which will help Chengdu talent apartments to develop better, faster and more perfect. As an important aspect of China's fiscal expenditure, military fiscal expenditure is related to China's national defense and army building capabilities, which affects the international status of China. This paper combs and discusses the efficiency of military financial expenditure theoretically, and analyzes the characteristics of the measurement of military financial expenditures at the macro, meso and micro levels. After comparing the changes in macro and micro fiscal expenditure benefits in terms of homogeneity, externality and measurement difficulty, it comes to the conclusion that the macro level efficiency of military financial expenditure should be studied by marginal analysis method, and the micro level efficiency of military financial expenditure should be studied by performance management method, cited by some usual research methods. Finally, starting from the different characteristics of macro and micro military expenditures, the paper summarizes the ways to improve the efficiency of military financial expenditure from both macro and micro aspects. One of the important analyzed aspects was the study of non-target mutation applied methods' safety in the use of genetic engineering in the food production. The theoretical basis of the research is the scientific research results of domestic and foreign scientists in the field of food quality and safety. According to the authors, the lack of a unified information system of traceability at all stages of the food life cycle within the EAEU has a negative impact on its quality and safety. The solution to the problem will be to ensure the stability of domestic production, the availability of necessary reserves and food supplies that meet the requirements of standards. It is also advisable to apply effective technical regulation in terms of tightening the control of dual-use objects, including GMOs, by making appropriate changes to regulatory legal documents.
