The essence of the concepts «hybrid war» and «negative information-psychological (manipulative) influences are revealed». It is substantiated that the concept of hybrid war has been for a long time used in the West military discourse and is not something new but widely known as «unconventional» war. It is said that there are a lot of different ways of message dissemination in modern oversaturated society that influence personality’s consciousness. At the same time mass media are the most efficient instrument of information and psychological influence and that is why they are considered to be a part of strategic forces of informational confrontation. It is determined that the ability of the individual to counteract manipulative influences is understood as the implementation of anti-manipulative mechanisms (methods, technologies and techniques of psychological protection) on the basis of developed emotional-volitional stability, aimed at ensuring constructive personality’s behavior. The necessity of organizing protection against negative information-psychological influences at the social, group and personal levels is substantiated. It is noted that the media is the most effective tool for the implementation of information-psychological influence on large groups of people and therefore they can be considered part of the strategic forces of information confrontation. It is determined the main measures to protect the population from such hidden influences, which should be implemented in the general system of information and propaganda support in order to form a stable and controlled moral and psychological state of the population and troops. Specifics of the subject of this corpus delicti is revealed. Modern threats to the information security of the state have been identified. Peculiarities of development of legal bases of Internet space in foreign countries are revealed.\u0000The article substantiates that at present a person exists in an information-laden society, and the impact of this factor is much more complex and deeper than it may seem. The point is that the information environment penetrates a person, becomes a component of it, even when the person himself prefers not to react to the influences of the cyberspace that surrounds him.\u0000It has been proven that the solution to the problem of global cybersecurity lies in the creation of conditions for the protection of the individual as a subject of the global information society from internal and external threats. Therefore, it is considered appropriate to study in more detail the specifics of the information society in the context of creating appropriate conditions for the realization of all human rights and legitimate interests, comprehensive personal development.\u0000It is argued that due to the globalization of information use of cyberspace, in the formation of the relevant interstate infrastructure there are many new complex problems in the field of human security, society and the state. On the other hand, the common feature of such domestic situational centers is that they were created and continue to function mainly for operational management in the «manual» mode.
