The first option is feasible when established areas have a limited capacity. The second is attractive to most promoters, because the space already exists. If the space is, for example, an historic center, it has the potential to enhance the participants' experience. However, such spaces have inherent constraints, and their use may threaten local sustainability. This article examines the concept of sustainability as applied to urban historic centers and the creation and management of festivals and events. It investigates the need for strategic administration and key principles for the development of staging events in urban historic centers. This paper presents an econometric analysis of the probability of conference venue refurbishment with a particular focus on the sector differences (purpose-built, educational establishments, visitor attractions and hotels) and time since previous refurbishment. This paper examines the role of the Northern Territory Government in the development and marketing of tourism in Darwin and investigates the types of strategies that the government has sought to implement over the past decade. The results suggest that the Northern Territory Government has been using tourism primarily as a vehicle to boost immediate short-term economic and employment growth by investing in large-scale “showy” construction projects. Government sponsored initiatives in tourism are highly growth-orientated and show a tendency towards “superlativism”. {"title":"Challenges in Tourism Strategy Implementation in Peripheral Destinations—The Case of Stewart Island, New Zealand","authors":"J. While there is much literature addressing tourism strategy and management approaches in general, strategy implementation in peripheral destinations has not been investigated in great depth. This paper addresses this literature gap and examines tourism strategy implementation on Stewart Island, New Zealand. It is based on a qualitative investigation of implementation processes using content analysis, semi-structured and in-depth stakeholder interviews. First, challenges in tourism strategy and management in peripheral areas are presented and discussed with a specific focus of the roles and significance of various stakeholders. Implementation challenges identified include issues related to control over the implementation environments, the involvement of volunteers and low levels of government support. All the same, most cases appear to be the exception, rather than the rule. This paper presents the need of an image strategy to obtain the most sustainable benefits from films. Image strategies require the assessment of a destination's image, and the role that films play to reinforce or enhance the destination's positive attributes. To theorise and exemplify the strategic use of films in a destination image strategy the case of Tourism New Zealand and The Lord of the Rings is used. Implications are that if there is alignment to the actual and market ideal image, then use of the film is indicated. Investment in promoting the alignments will depend on film production investment and potential audience reach. The articles in this special edition of Tourism and Hospitality Planning and Development come together to present a state-of-the-art outline of knowledge in the relatively recent field of film-induced tourism as well as furthering that knowledge. In Tribe’s commentary on the historic dominance of the business paradigm in tourism research, he notes that it is moving from “the narrow boundaries of an applied business field. . .[towards] a fledgling post-modern field of research” (Tribe, 2005, p. 5). The emerging field of film tourism research invites multi-disciplinary post-modern study, which has moved from simply considering business and marketing aspects towards approaches incorporating multiple disciplinary perspectives. In her paper in this edition, Angelina Karpovich frames this by examining the range of terms used to describe the various approaches to studying the relationship between film and tourism, arguing that such differences are primarily disciplinary based. This situation also reflects a lack of cross-disciplinary fertilization and collaboration—an issue I have also commented on elsewhere. One of the goals of this special edition is to bring together researchers from various disciplinary backgrounds under the banner of “planning and development” and facilitate a more inclusive understanding of what each discipline can bring to this field. Early work into film-induced tourism from the tourism discipline primarily focused on the numbers of people visiting the places featured in movies, aiming to provide evidence of the significance of this new field of study. Riley, Tooke, Baker and van Doren are generally acknowledged as the first to publish in this field (Riley and van Doren, 1992; Riley, 1994; Tooke and Baker, 1996; Riley, Baker and van Doren, 1998), however some speculative work was already being undertaken by researchers in other disciplines. This included an interesting paper by Kindem (1979) discussing the difficulties of predicting a film’s popularity through simply using factors such as economics, proposing that semiotics, ideology and psychology come into play. However, it has taken some time and a great deal of “grounding” work before Kindem’s approach has been realized, but can be seen emerging from this special edition. The challenges of guiding film tourists through their confrontation of anticipated fantastical landscape and geographical reality is discussed, leading to the identification of a typical film tour guide performance and its commonly used sign makers. This includes screen shots from selected film scenes as well as further printed materials and individual story telling depending on the guide's familiarity with the film and its making. Furthermore, the significance of emotions and especially emotional bonding with the guide(s) is identified as a considerable influence on the overall tour satisfaction.
