Based on distributed agent technologies and traffic engineering, this paper proposes a novel electric information transmitting algorithm-EITA, with which second equipments, distribute generation, and dispatching centre can effectively exchange and resource of communication subnet can be used balance. Theory analysis presents that the algorithm is convergence and validity. Some curvelet denoising scheme have been introduced recently. However, they may discard some curvelet coefficients which may contain useful image information because of basing on uniform threshold and introduce many visual artifacts due to the pseudo-Gibbs phenomena. In this paper, we propose a new denoising scheme which is developed by combining a local adaptive shrinkage threshold based on the characteristic of neighbouring curvelet coefficients and cycle spinning technique. Generally,we can make sure that the performance of face recognition system is determined by how to extract feature vector exactly and to classify them into a class accurately.Therefore,it is necessary for us to pay close attention to feature extractor and classifier.In this paper, in order to raise recognition rate,Principle Component Analysis (PCA) is used to extract image feature,and Support Vector Machine (SVM) is used to deal with face recognition problem. SVM has been recently proposed as a new classifier for pattern recognition.We take Principle Component Analysis & Support Vector Machine (PCA&SVM) to do experiments on the Cambridge ORL Face database,and compare this method with Principle Component Analysis & Nearest Neighbor (PCA&NN) and Support Vector Machine (SVM) on recognition rate and recognition time respectively.Finally,this experimental results show that recognition rate of this method,under small samples circumstance,is better than other two methods. This paper carries out simulation of the controller when the wind speed is higher than the rated speed. In order to predict the damaged ship maneuverability and explore one feasible evaluation method, the assessment factors about damaged ship maneuverability are established innovatively based on its some maneuverability experiments, standards and criteria of intact ship maneuverability, and navigation practice. Then, analytic evaluation process(AHP)¿@and grey relational comprehensive evaluation are combined to evaluate the damaged maneuverability of 29000 ton oil tanker in two kinds of damaged conditions. The values of evaluation factors come from the maneuverability experiments which had been done based on a ship model motion intelligent-controller system. The evaluation example indicates that the assessment factors of damaged maneuverability are feasible, and the synthetic assessment method is effective and concise in evaluating damaged maneuverability. When node was roaming from one sub-group to another, we would use delay rekeying policy to decrease the cost of these two sub-group center nodes.
