A modellváltás hallgatói fogadtatása intézményenként eltérő volt, a közönytől kezdődően egészen az egyetemfoglalásig. Az új struktúra hatásai eltérő mértékben érvényesültek a különböző intézményekben, attól függően, hogy a modellváltás melyik szakaszában vettek részt a folyamatban, amelyet pedig nehezített a végrehajtás feszített ütemezése, valamint a koronavírus-járvány elleni védekezés keretében bevezetett atipikus oktatásra és működésre való átállás. The question requires the consideration of many aspects, and despite appearances, its importance is not only theoretical but also practical. Our starting point is the Constitutional Court Decision No. 120/B/2001. We try to refute its content relevant to our subject by searching and examining the relevant legal legislation and literature and by proposing independent ideas. At the same time, for historical, economic, cultural and geopolitical reasons, each settlement needs an approach that is tailored to its specific characteristics and needs. However, relatively little attention has been paid to developing the elements of a supportive environment, the process of planning and capacity-building needed to manage a smart city, and exploring concrete cases and best practices. This study examines initiatives supporting the conditions for smart city solutions within the framework of the Digital Success Programme launched in Hungary, with particular focus on the operation of smart city marketplace as an emerging info-communication platform for supporting the planning process. Milyen változásokat hozhatna az „európai gazdasági kormányzás”, illetve a „teljes” gazdasági unió kiépítése az EU intézményi szerkezetében? Hogyan alakulna e körülmények között az euróövezetbe tartozó, illetve az abból kimaradó tagállamok helyzete? Milyen eltérések lehetnek az egyes tagállamok között az uniós szabályok alkalmazásában? Milyen szerepet tölthet be a megerősített együttműködés a tagállamok szűkebb csoportjának mélyebb integrációjában? Hogyan alakulhat a mediterrán periféria, illetve a közép- és kelet-európai „új tagállamok” pozíciója? {"title":"Globalisation and Democracy: The Concept of Cosmopolitanism","authors":"Ruslan Seitkazin","doi":"10.32575/ppb.2019.2.6","DOIUrl":"https://doi.org/10.32575/ppb.2019.2.6","url":null,"abstract":"To what extent can democracy be extended beyond borders? It was given for granted that the values and norms of democracy could only be applied within the boundaries of a country. Yet, over the past twenty years, it has been progressively debated that democracy can also affect global politics and international organizations. Today, the methods the world has for enforcing international law is too much dependent on whether a powerful geo-political force like the US or Russia is eager to commit resources to the issue. In such occasions, “a big state” will more likely do what it wants, acting simply in its own interests. It is argued that international law enforcement must not rely on some nation states lending part of their military apparatus to global or regional democratic entities, but instead, a military force must be globally recruited based on individuals, not countries. However, in the modern world such institutions are deficient, and therefore often rely on a big state to act. In contrast, cosmopolitan democracy is more about seeking a new enforcement approach that is more genuinely transnational. It is suggested that within the framework of cosmopolitan law, there is an opportunity of improving, rather enhancing both our means of enforcement and our international organisations. {"title":"A hatósági ügyintézés fejlődésének főbb állomásai","authors":"Zoltán Józsa","doi":"10.32575/ppb.2019.3.3","DOIUrl":"https://doi.org/10.32575/ppb.2019.3.3","url":null,"abstract":"After a brief outline of the historical past, the study focuses on the three main elements of public administration: the organisation, the tasks and competences and the characteristics of the staff. Different but complementary research methods (historical, comparative, dogmatic) show the changes in the management and operation of official administration over historical periods. The formalised, subordinated and superordinate public administration is increasingly replaced by a customer friendly, service-like administration. The corresponding organisational framework is the government window system, while the institutions of general administration order provide the opportunity to implement fast, cheap and efficient services. The commitment, skills and professionalism of the public administration staff remain the most important factor for the realisation of a modern, service oriented state.
