To illustrate the issue, the basic premises of collaborative enabling technology are considered as the system design environment. In this case, capturing competing metrics is done on human functioning spaces. The earned capability of the system design personnel facilitates this capture. This amounts to having a system life-cycle evolving in parallel with human capability earning, while the system is being developed and maintained. Better human capabilities will bring better competing metrics for the system. This will enable the complexity of the system to be handled in a cost-effective way.","PeriodicalId":126922,"journal":{"name":"Proceedings IEEE Southeastcon'99. Technology on the Brink of 2000 (Cat. Two different training algorithms, viz., backpropagation (BP) and Levenberg-Marquardt (LM), were employed. The accuracy of the networks studied ranged from 96.68 to 98.8%. The networks trained with LM algorithm were faster. It is concluded that neural networks can be used as a paradigm in soil classification as well as in predicting the quantity of soil moisture and temperature accurately, using remotely sensed microwave data, and thus helps achieve a proper crop management.","PeriodicalId":126922,"journal":{"name":"Proceedings IEEE Southeastcon'99. An analysis with the discrete wavelet packet transform (DWPT) compares performances of an eight-level non-uniform critical-band frequency split versus a five-level uniform subband frequency split used in MPEG. Another analysis compares the performances of the DWPT versus the modified discrete cosine transform (MDCT). The quality assessor at each level of compression was based on a listening test (34 subjects). Results show that the critical-band split provides significantly better quality than the even-band split for sounds with strong low frequency content, and that the DWPT outperforms the MDCT overall, but with significant improvement for non-tonal sounds.","PeriodicalId":126922,"journal":{"name":"Proceedings IEEE Southeastcon'99. From an analysis of the magnetization of a shunt in the zone of unloading of the pulley and the solution of the equation of an unloaded body motion the possibility of using shunts of two forms is determined: a continuous isosceles trapezoid, reducing the magnetic field force, and an isosceles trapezoid with triangular opening increasing the friction force; the analytical relationship of forces, acting on a ferromagnetic body unloaded from a pulley, is obtained and it allows to choose the optimal geometry of a shunt. It is determined analytically and confirmed experimentally the better efficiency of application when unloading plane bodies of shunts with opening and when unloading cylindrical bodies of continuous shunts.","PeriodicalId":126922,"journal":{"name":"Proceedings IEEE Southeastcon'99. A priori knowledge of the blur phenomenon helps improve the quality and certainty of image restoration. In this paper, a method of estimating the blur function for imaging setups that are not subject to change, for example surveillance cameras, is developed using the Wiener filter. A random noise image is used as a test image. Deconvolution is performed between the original test image and its observation taken from the given imaging system, to obtain the blur estimate for the system. Necessary preprocessing steps are implemented to compensate for the non-ideal nature of the imaging environment. Blur correction is then implemented on different observations taken from the same imaging system. The performance of the restoration is evaluated using mean square error and signal to noise improvement criteria.","PeriodicalId":126922,"journal":{"name":"Proceedings IEEE Southeastcon'99. A virtual reality network management tool will enhance the data analysis. The Situation Awareness Virtual Environment for Command, Control, and Communications (SAVEC3) Net Battle Management Tool is a software package developed by Quality Research. The tool currently displays a network level statistics window and individual statistics icons for each node and link. A statistical tool has been developed to provide performance analysis of the data stream beyond the simple net status currently available. In its present standalone form the statistical tool gets its input from data collected during previous experiments. The statistical tool has the capability to open individual link and node statistics windows displaying optional data such as the recent time history of link or node utilization, retransmit statistics, and effective throughput and message delay, thereby enhancing network performance analysis. The software calculates and logs network statistics continuously for all elements supported by the processed data, and a choice of statistical measures can be displayed on demand for the operator. The software calculates the statistical measures both from the start time and from an operator-selectable time interval. The network statistics are presented by graphical displays in operator-selectable windows, as well as numerical boxes.","PeriodicalId":126922,"journal":{"name":"Proceedings IEEE Southeastcon'99. These techniques typically use a linear transformation which can either be implemented in a class-dependent or class-independent fashion. PCA is a feature classification technique in which the data in the input space is transformed to a feature space where the features are decorrelated. On the other hand, the optimization criterion for LDA attempts to maximize class separability. We quantify the efficacy of these two algorithms along with two other classification techniques, support vector machines (SVM) and independent components analysis (ICA). The problem of classifying forestry images based on their scenic beauty is considered. On a standard evaluation task consisting of 478 training images and 159 test images, class-dependent LDA produced a 35.22% misclassification rate, which is significantly better than the 43.3% rate obtained using PCA and is on par with the performance of ICA and SVM.","PeriodicalId":126922,"journal":{"name":"Proceedings IEEE Southeastcon'99.
