A product of Martin Marietta Or lando Aerospace (MMOA), IMPAT has been developed for the U.S. Army Satellite Communications Agency (USASATCOMA) for deployment in the Defense Satellite Communication System (DSCS). The NAC is designed to facilitate subscriber access to the Defense Data Network (DDN). The DDN is a packet switching network that offers two significant advantages to its subscribers and to the Government. 1) It significantly reduces the cost of data communications by sharing communication lines, communication equipment, and network control facilities. 2) It permits incompatible subscriber terminals and hosts to communicate over the network, supporting the DoD goal for \"interoperability\". The NAC implements the DoD protocols in each of its three variations: Mini-TAC, TEP, and HFEP. The Mini-TAC is a Terminal Access Component that interfaces asynchronous terminals and synchronous terminals to the DDN. The TEP is a Terminal Emulation Processor that connects hosts to the DDN by emulating local terminals at the host. Since the heart of the machine is purely digital, the system inputs and outputs may be either analog (via converters) or digital. The networks are subject to rapid changes in connectivity and topology caused by links fading in and out or by mobile users moving into and out of the directed beams. Such networks, which provide improved security, jam resistance and probability of intercept, are viable candidates for tactical use in the 1990s. The testbed has been designed around three major subsystems: the prototype network equipment, the monitor, and the stimulator. The prototype network equipment consists of six nodes, with all required software, and direct wire connections between nodes. The monitor subsystem records the significant arrival and departure times for each packet at each node. It stores this data and processes it to determine appropriate performance parameters. The stimulator subsystem generates packets and injects bit errors and link and node faults into the prototype network. The testbed will be used to develop network architectures and protocols for constructing and reconfiguring networks and to study new types of adaptive routing algorithms and error control. That is, a system which dynamically adapts to changing network element connectivities, changing interconnections of users, and is not dependent on any central unit for its own internal command and control (i.e., there is no critical central node). A laboratory prototype of such a system has been constructed of a group of computers which when given communication circuits between them will, acting autonomously, create a computer communication network and which will continually adapt to changes in connectivity. This network has been described in previous papers. It combines several improvements over existing 400-bps systems. Line spectrum frequency parameters are vector quantized using a perceptually meaningful distortion metric. Frames to be repeated are determined from a buffer's length of data, which determines the coding delay. Since the design of such synthesizers generally involve divide-down phase-lock loops, transients exist that limit the ability of the loop to hop rapidly over the hopping band. These transients lead to effective energy loss that degrades the resulting decoding performance. In this paper, hopping transients are studied in terms of their dynamical equations, their relation to key loop parameters, and their effect on decoding operations. The importance of pre-tuning is shown.
