{"title":"Non-Material Resources of the Population in the New Adaptation Cycle","authors":"Dmitry Loginov","doi":"10.31857/s086904990017876-5","DOIUrl":"https://doi.org/10.31857/s086904990017876-5","url":null,"abstract":"The period of epidemiological instability created by the new coronavirus infection and implementation of countermeasures has made a complex of adaptational tasks actual for various groups of Russian population. As the experience of socio-economic adaptation of the past decades shows, the variety and success of implementing behaviour models in high degree depends on the level of non-material resource potential development.The materials of the representative sociological survey conducted by ISAP RANEPA in 2020 shows the structure and differentiation of non-material resource potential of the Russian population in the acute phase of the epidemiological crisis. The author considers this very period to be the beginning of a new adaptive cycle which demands various social groups to mobilize the accumulated abilities to build successful models of behaviour in an unstable external environment. According to the results of the survey, the population is significantly differentiated by the level of available non-material resources: the integral index created on the basis of indicators of education, health and social connections demonstrates that the resource-availability lower than average characterizes 35,6% of the population, while 36,6% have the average level and 27,8% are highly provided with resources. The different level of non-material resources development leads not only to differentiation by professional status, but also to inequality in capacity to adapt to a crisis situation. It is reflected both in the greater stability in employment of the group with high non-material resources and in their more stable financial situation. They marked the end of the Angela Merkel era and reflected the continuation of difficult party-political and socio-economic processes in the informal leader of the European Union. The main attention of the research focuses on the peculiarities of the election campaign of the leading parties and of the search for ways of further development of Germany in the face of urgent economic and political challenges. These challenges include the impact of the coronavirus crisis, the impact of the energy and digital transition to a climate-neutral economy, and the complex international situation. Based on original sources, the author analyzes the causes of the SPD victory and the CDU/CSU bloc defeat, the results of the negotiations of the Social Democrats with the Greens and Liberals, the content of the coalition agreement from the point of view of the prospects for the development of domestic and foreign policy and the economy of Russia's main partner in the west of the Eurasian continent. The conclusion is made about the absence of breakthrough ideas, the consistent continuation of the course started by the previous government for a carbon-free economy and the strengthening of the role of Germany in Europe and the world. The relevance of this topic continues to grow due to current trends in socio-economic development. The author draws attention to the fact that only in the industrial society, which was formed in Europe of the XIX century as result of the industrial revolution, labor was seen as the ability, need and duty of a person, as something that did and makes him a person. The positive value status of labor persists to some extent even today, but the industrial society has ceased to exist due to the overflow of labor force from industry to service. This overflow happened because of the increase in working efficiency. In the postindustrial society the process of a general reduction in labor in favor of leisure is unfolding as the value of the latter increases and the value of the former decreases. In this regard, it is useful to remember that in the agrarian society, as well as in the era of Antiquity and the Middle Ages labor was viewed as an anti-value and was the occupation of the lower classes and estates. The attitude towards labor in the post-industrial era approaches the attitude of the pre-industrial period, turning from positive to negative, while leisure becomes self-valuable and self-sufficient. All the main directions of modern economic theory turn out to be reducible to two paradigms, conceptually related to two main interpretations of the economic science subject. The understanding of the economy as an equilibrium or non-equilibrium system is associated with two said paradigms. The author believes that the development of economic theory after Keynes can be interpreted as a series of attempts to integrate the identified paradigms. In another form, this is the question of the synthesis of micro- and macro-approaches in economic theory. The Civic Chamber activities are analyzed using the authors’ conception of mediator-institutes. The Chambers’ activities are normatively based on three federal laws, therefore it is a serious element of the paternalistic model of interaction between the government and society in Russia. The gradual change of balance between ‘active’ and ‘loyal’ members of CCRF towards the ‘loyal’ part is noticed. This shift is a result of changes in the political regime as well as changes in the chambers’ membership. The empirical basis of the study consists of the sociological surveys of migrants conducted in 2017 and 2020 by the Center for Ethnopolitical and Regional Studies for the Higher School of Economics and the team of the Center for the Study of Interethnic Relations of the IS FCTAS RAS . The author concludes that close relationships exist between migrants and their countries of origin, as well as the widespread prevalence of transnational practices. The basis of ties consists of frequent trips to the country of origin, the presence of a large number of relatives in the country of origin, regular communication with them, as well as regular cash transfers from migrants to their homeland, which form the basis of the household economy in these countries. The paradigm shift expresses itself in the deviation from economic neoliberalism to the idea of ‘one-nation conservatism’ adapted to modern trends.
