Using the proposed method, it is possible to solve the issue related to the possibility of calculating the amount of risks, which allows to assess the risk as a whole, taking into account the human factor in risk assessment, which is extremely important for critical infrastructure, especially in the energy sector. The proposed computing system can be used as part of a decision support system for assessing cybersecurity risks of information systems of critical infrastructure facilities. The results obtained can be used to assess the cybersecurity risk of information systems of critical infrastructure objects in the construction and implementation of information security management systems, integrated information protection systems in automated systems in the development of a threat model, security policy, and protection plan. The completeness of its revenues directly depends on the situation in the country. In conditions of instability, in order to preserve their welfare, taxpayers are forced to evade taxation or minimize the amount of payment. The aim of the study is to assess the impact of macroeconomic indicators on personal income tax revenues. Identification of the factors of positive impact on the receipt of personal income tax will improve planning of its volume in the future. The research is based on the results of activities and characteristics of the labor resources of Ukraine, which directly affect the base of taxation of individual income. By means of IBM SPSS STATISTICS software product statistical analysis and time series analysis has been carried out. The applied analytical program Statgrafhics was used for conducting correlation and regression analyses. Statistical data of the State Statistics Service and operational data of the Tax Service of Ukraine became the information base for the research. The work carried out a comparative analysis of real and nominal incomes of the population of Ukraine and the income tax for eighteen years. It was determined that in comparison with 2001 the real value estimation decreased by 7.13 times. Average annual growth of personal income and tax volumes differ significantly, which indicates partial taxation of income. Statistical analysis of indicators indicates a normal distribution, which allowed to make a short-term forecast of the following. The impact of factors on tax revenues during a period of stability and political crisis was assessed. The correlation analysis showed that the level of unemployment, consumer price index and the number of informally employed people do not affect the income tax receipts for individuals. It should be noted that the number of informally employed population in the regions of Ukraine is 22.4%. Employers do not levy any tax on these citizens and the budget loses funds, so there is no connection.","PeriodicalId":123008,"journal":{"name":"2020 IEEE International Conference on Problems of Infocommunications. A characteristic feature of such space is the possibility of simultaneous influence on the target system of more than one deterministic negative factor (DNF). In contrast to the existing ones, the proposed technology describes in Markov's paradigm the interaction of set of DNFs and the target ISCU which counteracts their influence by the superposition of protection schemes. The formation of the superposition of protection schemes in the studied system is the responsibility of the information protection subsystem and protection schemes are defined in the system security policy. The information technology described in the article takes into account the architectural features of the class of ISCU in the analytical formalization of such reliability characteristics as the mean time to failure and the variance of the time to failure. However, most of these images are obtained at a low-spatial resolution, thus reducing the effectiveness of the tasks, in which they can be used. In this study, a novel framework has been proposed to increase the resolution of hyperspectral images without affecting the spectral properties of the pixels. The designed system consists of two sections: the first section is the spatial section where wavelet transform is used for increasing spatial resolution; the second section represents the spectral procedures where a neural network is employed especially to correct the spectral distortions generated in the spatial section. Effective formation and adjustment of technologies for cultivating garden crops is possible with the use of modern data management tools. The article presents a management system for agricultural technologies in horticulture with an automated meteorological complex. The architecture of the control system was developed. These characteristics are in a complex interdependence, which necessitates research using special methods and MATLAB system. In the paper the proposed methods of analysis and synthesis of the system are employed, which allow to obtain optimal system characteristics. The expediency of use of bipolar signal transmission is emphasized. The value of the minimum and sufficient channel bandwidth to ensure the maximum signal rate is obtained. The advantages of using a multi-position signal, which provides either a reduction of channel bandwidth or increase of the system bandwidth at a given constant channel bandwidth are shown. Wireless sensor networks are an important part of modern heterogeneous 5G mobile systems and IoT networks. The architecture, principles of organization of wireless sensor networks and their connectivity are investigated in the paper. The peculiarity of networks with mobile nodes is the alteration of conditions of radio signals propagation, which leads to random structures of such networks. Connectivity in networks with mobile nodes is their paramount characteristic and it is necessary for the functioning of the network. The analysis of the dependence of connectivity on the network parameters has been carried out in the paper. It is shown that connectivity is determined by the probability of a route for any network node. In addition, connectivity is a measure of the relationship between any sensor node and the data processing and storage center. Three algorithms for cluster analysis of the wireless sensor networks have been suggested in the research. They include algorithm of clustering of k-means, algorithm of the Foreign element fuzzy C-means algorithm. The quality parameters of the network connectivity have been analyzed. It is based on the concept of anti-race encoding, according to which the transition between two adjacent FSM states should be accompanied by switching of only a single trigger. During the research process, in order to find the best solution, a number of original algorithms were proposed, among which was a heuristic encoding algorithm that matches the FSM state transition diagram with n-dimensional binary space. In addition, an exhaustive (or \"brutal-force\") search algorithms for all possible states was developed. As a separate accompanying task, an algorithm for generation of transitional states sequences between the given set of generated state signatures was created. All the developed algorithms were implemented in the form of software modules (SM) and were used to search for optimal FSM state encoding configurations. For the design of the control system, a neural network is used. The architecture of the neural network is justified and the rules for the formation of nodes for the input and output layers are defined. The main parameters of the model are identified and analyzed. The data set for training the neural network is formed using the analytical model of the transport system. The criterion for the quality of the transport system is written. For the given criterion for the quality of the transport system, the Pontryagin function is defined and the adjoint system of equations is given. It allows calculating optimal control of the transport system. For calculation is used additional model of the transport system with output nodes which are controls.
