We assume that modeling the learning behavior of humans can help to enhance methods in language processing and retrieval. That is, when we understand how humans learn, we can design systems applying the same techniques in language processing. Children, acquiring the first language, observe the adults' speaking before learning how to express themselves. Learning is a gradual process of acquiring single sounds (phonology), words (lexis), and more complex constructions (morphology, syntax) [1]. A newly learned material is acquired and recognized by already existing knowledge and similarities on each linguistic level contribute to the recognition of new words [2]. Despite these observations common simulation models do not consider morphological and phonological information within automatic learning processes. Here, we extend the scope of these models focusing on derivational morphology as a means of language comprehension and production.","PeriodicalId":122830,"journal":{"name":"AFRICON 2009","volume":"31 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-11-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114465957","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

They are expensive to acquire and time-consuming to learn. As a result, very few institutions (utilities, academic/research organizations) can afford to use more than one power system simulation tool. The simulation tools differ in their components modelling. Different simulation tools can give different results for the same system model. Understanding the reasons for the discrepancies in the results is not a trivial task. In this paper, we investigate the effect of variations in modelling generator saturation. We carried out an eigenvalue analysis of a single machine infinite bus (SMIB) system using PSS/E, PowerFactory, EUROSTAG, SSAT, and MatNetEig. The simulation results show that the effect of saturation on the local modes is erratic and there is a need for further research on saturation representation in power system stability simulation tools.","PeriodicalId":122830,"journal":{"name":"AFRICON 2009","volume":"194 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-11-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114555890","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, while many countries such as India and South Africa have made significant investments in rural ICT infrastructure and its developmental spin-offs, rural women are still neglected when it comes to access to ICTs. This neglect is evident in the ICT policy initiatives in South Africa as an example, where the relevant policies lack any significant or direct attention to rural women's development. If ICT policies do not address the gendered digital divide in rural areas gender inequality will be encouraged. This paper gives insights on how information exchange by means of ICTs such as Internet, mobile phones and radio could foster economic growth and empowerment of rural women in South Africa. In addition, the paper discusses the role of relevant stakeholders in ICT policy formulation for more effective and appropriate communication, and innovative ways of using ICTs for women empowerment in rural areas. The authors make recommendations for ICT policy development that would better serve the needs of rural women leading to their empowerment.","PeriodicalId":122830,"journal":{"name":"AFRICON 2009","volume":"114 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-11-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124784506","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The simple proportional-integral (PI) controller is antiquated, and does not perform well in the presence of disturbances, sensors uncertainties, nonlinearities and load variations. The practical interest is driven by the fact that today's wheelchairs need to be operated under tighter performance specifications. At the same time more and more constraints, stemming for example from environmental and safety considerations, need to be satisfied. Often these demands can only be met when nonlinearities and constraints are explicitly considered in the controller. A new approach to trajectory tracking control for wheelchair systems containing uncertain, nonsmooth nonlinearities is proposed. The method is based on decoupling theory and system input-output feedback linearization technique by which the system stability and convergence of velocity tracking errors to zero are rigorously examined. The effectiveness and efficiency of the proposed controller is demonstrated through simulation studies. The study would result in better driving performance, smoother feel, and fewer accidents or inadvertent collisions.","PeriodicalId":122830,"journal":{"name":"AFRICON 2009","volume":"7 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-11-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125269527","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Although the constant power model is applicable for approximate studies, it may not be suitable for the motors because the reactive power is very sensitive to the voltage variations while the active power is dependent upon the torque being driven. This paper proposes to solve the load flow equations using a neuro-fuzzy model of an induction motor. Both the active and reactive powers of the motor are estimated at each iteration using neuro fuzzy techniques. The efficiency is estimated using the IEEE 30 bus system. The results indicate that the inclusion of induction motor loads has an effect on the convergence characteristic of the active and reactive power mismatches of the modified load flow.","PeriodicalId":122830,"journal":{"name":"AFRICON 2009","volume":"47 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-11-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126320046","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Detecting words with polarity is difficult not only due to limitations in current sentiment dictionaries but also due to the colloquial terms that are often used. Current approaches disregard the dynamics of language, i.e. that new words are often created comprising different polarities. In fact, the online community is very creative in coining terms about certain subjects such as “tweetup” (a request by a user to meet with friends via Twitter) or “whack” (Street slang, meaning bad). Our approach utilizes a user generated dictionary of urban term definitions as a resource for polarity concepts. Therefore, we are not only able to map newly created words to their respective polarity but also enhance common expressions with additional features and reinforce the polarity, strengthening our initial finding. We empirically show that the use of polarity reinforcement improves the sentiment classification.","PeriodicalId":122830,"journal":{"name":"AFRICON 2009","volume":"19 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-11-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130898302","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It minimizes the passivity violations in each iteration step, and converges to a uniformly passive macromodel. The method iteratively updates the residues of the macromodel by means of a simple least-squares fitting procedure. Numerical examples indicate that passive macromodels are obtained at a limited computational cost while preserving a good accuracy.","PeriodicalId":122830,"journal":{"name":"AFRICON 2009","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-11-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128740134","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The size of the fuel size is smaller than any other fuel cell previously used for this type of application. What makes this aircraft unique is the small fuel cell, which will be integrated into the UAV to achieve the objective of sustaining flight using only 100 W of power. The required capacity increase can be based on renewable energy. Photovoltaic energy remains a largely unexploited renewable energy source due to low conversion efficiency of the photovoltaic modules. To maximize the power derived from the PV systems it is important to operate the panel at its optimal power point by use of a maximum power point tracker (MPPT). MPPTs find and maintain operation at the maximum power point, using an MPPT algorithm. This paper presents a high performance tracking of maximum power delivered from photovoltaic systems using adaptive neural fuzzy inference systems (ANFIS). This method combines the learning abilities of artificial neural networks and the ability of fuzzy logic to handle imprecise data. It is therefore able to handle non linear and time varying problems hence making it suitable for this work. It is expected that this method will be able to accurately track the maximum power point. This will ensure efficient use of PV systems and therefore leading to reduced cost of electricity. The performance of the proposed method was compared to that of a fuzzy logic based MPPT to demonstrate its effectiveness over other previously used MPPT techniques.","PeriodicalId":122830,"journal":{"name":"AFRICON 2009","volume":"65 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2009-11-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121357234","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
