He begins with a review of the major responsibilities of operations, including power delivery, losses, restoration of power, and planned outages. Next, he reviews incentives that are fueling the revolution, i.e., economics, complexity of loads, quality of service, retiring databanks, conservation, and blackout/brownout. The terminology of work order inspection (WOI) is oriented to the Rural Electric Administration (REA) program, but the basic methodology is applicable to other utilities.
