In this article we discover and verify key features and peculiarities of platform-based transformation for public services provision. Within Russian context we analyze two projects: digital public services portal www.gosuslugi.ru and vacancy occupation on Russian civil service gossluzhba.ru. To perform the analysis, we explore the projects on the availability of platform features: providing exchange, government dominated, transactional, innovative and lean. Effective community building and meaningful social interactions are contingent on strong, organic consensus achieved through engaging dialogue rather than discussions or argumentation. The emerging social Virtual Reality platforms offer new means of immersive communication that brings an opportunity to overcome some of the challenges identified to be hindering state-of-the-art e-Participation from supporting constructive citizen-to-government dialogue. In this paper we investigate the key concepts and explore the principles of dialogue and consensus building in the context of e-Participation. We match those principles with specific VR affordances and propose an Integrative Framework for Virtual-Reality-Mediated Consensus and Community Building. Previous research has described how citizens could interact with government agencies as well as some of the reasons why they are willing to do it and why governments promote or hinder certain interactions with citizens. However, the complexities of these relationships, especially as they evolve into more collaborative expressions such as information sharing, require further study. Particularly, willingness to share information among citizens and public organizations is not well understood and more details about different information sharing flows and a diversity of perspectives are needed. Using data from focus groups with first responders and local residents in a rural community, this paper analyzes multiple interactions focusing on specific information sharing flows (i.e. Citizen to Government; Government to Citizen; Citizen to Citizen; and Government to Government). We found that there are important differences and similarities between the perspectives of first responders and local residents in terms of the importance and rationale of sharing information among different actors. Within two and half months, it started spreading to European countries, and to the US, triggering the pandemic declaration by WHO. Governments around the globe have declared a public health crisis in specific regions and nationwide, with drastic measures taken to contain the spread of the disease. Citizens in this public health crisis are going through a wide range of emotions, such as disbelief, shock, concerns about health, fear about food supplies, anxiety, panic, etc., through directly and viscerally experiencing the disease spreading. We present an approach to measure and monitor citizens’ concern levels using public sentiments in Twitter data. The study conducted in-depth interviews with nine public officials from the department of library and information services and also the department of information and communication in the regency of Bojonegoro, Indonesia. Our findings indicate expensive investment in cutting-edge ICTs does not necessarily result in the achievement of the smart library. Many innovation projects however result in a proof-of-concept and deliver initial results but experience issues with upscaling further to realize impact. In the EU, innovation networks are emerging to steer promising innovations towards upscaling and implementation to realize impact. Managing multiple innovation trajectories towards implementation and impact, and allocating funds and other instruments to stimulate the upscaling process is not straightforward. In this paper we propose a process model that can be used as a high-level framework to manage multiple innovation trajectories. The model is developed in the context of the PEN-CP innovation network for customs professionals. Drawing on three complementary innovation theories – open innovation, recombinant innovation and co-creation – this paper presents a prototype that is designed to enhance the online innovation journey for public services. The main strategy explored is that of online public-service co-creation, allowing innovators to combine online and offline efforts. The outcome of this research is a prototype of an online co-creation tool. The tool is consumed via a web-portal that includes an overview of ongoing experiments, tools, labs data sets and digital building blocks. This paper contributes by presenting the requirements and lessons learned when developing a co-creation tool for innovation in public service design. While the proposed co-creation tool is expected to enhance and speed up online cocreation efforts, findings indicate that innovators from the public and private sector still need to learn how to combine online and offline co-creation efforts. The added value expected from the online tool is that it should provide an up to date oversight of digital building blocks, innovation methods and labs. Interviews with prospective users suggest that this oversight is needed to jumpstart the first step of the innovation journey. This panel discusses compelling smart city cases, including Busan Metropolitan City, Songdo, Gimpo, and Namyang-ju. These cases apply different approaches to run smart city practices that are characterized as either a large-scale, top-down, capital-intensive and hardware-focused smart city project or a small-scale, bottom-up, less capital-intensive and data-training focused (as opposed to hardware-focused) smart city project.
