Using data from the MIT Department of Biology for the period 1970-2000, we analyze the evolution over time of four fundamental aspects of their productivity: i) training duration; ii) time to a first publication; iii) productivity over the training period; and iv) collaboration with other scientists. We identified four main trends that are common to graduate students and postdocs. First, training periods have increased for later cohorts of graduate and postdoc students. Second, later cohorts tend to publish their initial first-author article later than the earlier cohorts. Third, they produce fewer first-author publications. Finally, collaborations with other scientists, as measured by the number of coauthors on a paper, have increased. This increase is driven by collaborations with scientists external to a trainee's laboratory. In the short run, factors of production must be reallocated inside firms, which lowers the opportunity cost of innovation, generating an additional trapped factor effect. Starting from a baseline OECD growth rate of 2% we find that trade integration with low-wage countries in the decade around China's WTO accession could have increased long-run growth to 2.4%. There is an additional short-run trapped factors effect, raising growth to 2.7%. {"title":"Why and Wherefore of Increased Scientific Collaboration","authors":"R. Freeman, Ina Ganguli, Raviv Murciano-Goroff","doi":"10.3386/W19819","DOIUrl":"https://doi.org/10.3386/W19819","url":null,"abstract":"This paper examines international and domestic collaborations using data from an original survey of corresponding authors and Web of Science data of articles that had at least one US coauthor in the fields of Particle and Field Physics, Nanoscience and Nanotechnology, and Biotechnology and Applied Microbiology. The data allow us to investigate the connections among coauthors and the views of corresponding authors about the collaboration. We have four main findings. First, we find that US collaborations have increased across US cities as well as across international borders, with the nature of collaborations across cities resembling that across countries. Second, face-to-face meetings are important in collaborations: most collaborators first met working in the same institution and communicate often through meetings with coauthors from distant locations. Third, the main reason for most collaborations is to combine the specialized knowledge and skills of coauthors, but there are substantial differences in the mode of collaborations between small lab-based science and big science, where international collaborations are more prevalent. Fourth, for biotech, we find that citations to international papers are higher compared to papers with domestic collaborators only, but not for the other two fields. Moreover, in all three fields, papers with the same number of coauthors had lower citations if they were international collaborations. {"title":"Calculating Disease-Based Medical Care Expenditure Indexes for Medicare Beneficiaries: A Comparison of Method and Data Choices","authors":"A. Hall, A. These papers, however, produced widely different results for medical care inflation and also varied in the datasets and methods used, making comparison difficult. In this paper, using two data sources and two different methods for calculating expenditure indexes for the Medicare population, we compare the indexes produced and establish some results that will help guide policymakers in choosing indexes for this population. We compare two methods: the primary diagnosis method and a regression‐based method. The former is preferable because of its transparency but makes stringent demands of the data. We find that when the methods are applied to the same datasets, the primary diagnosis method produces higher average annual aggregate growth rates. The difference implies that the regression‐based method should therefore be employed with caution and only when necessary. We also compare medical care expenditure indexes produced from the Medicare Current Beneficiary Survey and the Medical Expenditure Panel Survey. The MEPS is the only dataset with diagnoses attached to drug events, which significantly affects the resulting indexes. On balance, however, the MCBS is probably the preferable dataset for Medicare beneficiaries because of its greater sample size and its inclusion of nursing home residents. The optimal index may be a hybrid of the primary diagnosis method applied to Medicare claims and a regression‐based index for pharmaceutical spending. We document that adoption lags between poor and rich countries have converged, while the intensity of use of adopted technologies of poor countries relative to rich countries has diverged. The evolution of aggregate productivity implied by these trends in technology diffusion resembles the actual evolution of the world income distribution in the last two centuries. Cross-country differences in adoption lags account for a significant part of the cross-country income divergence in the nineteenth century. The divergence in intensity of use accounts for the divergence during the twentieth century. Nominal prices measured as total grant cost per patient rose by a factor of 4.5 between 1989 and 2011, while the NIH Biomedical R&D Price Index (BRDPI) focused on input costs rose only 2.2-fold. Most of the disparity appears to be attributable to changes in the nature and organization of clinical trials: during this period the average number of patients per site fell substantially while \"site work effort\" more than doubled. After controlling for these changes in the characteristics of investigator agreements using a variety of methods based on hedonic regressions, we find that the estimated rate of inflation in clinical trials costs tracks the BDRPI very closely. Ying","doi":"10.3386/W18871","DOIUrl":"https://doi.org/10.3386/W18871","url":null,"abstract":"About 10% of US employees now regularly work from home (WFH), but there are concerns this can lead to “shirking from home.” We report the results of a WFH experiment at CTrip, a 16,000-employee, NASDAQ-listed Chinese travel agency. Call center employees who volunteered to WFH were randomly assigned to work from home or in the office for 9 months. Home working led to a 13% performance increase, of which about 9% was from working more minutes per shift (fewer breaks and sick-days) and 4% from more calls per minute (attributed to a quieter working environment). Home workers also reported improved work satisfaction and experienced less turnover, but their promotion rate conditional on performance fell. Due to the success of the experiment, CTrip rolled-out the option to WFH to the whole firm and allowed the experimental employees to re-select between the home or office. Interestingly, over half of them switched, which led to the gains from WFH almost doubling to 22%. We first discuss how the concept of incomplete contracts shapes our views about the organization of decision-making within firms. We then overview the empirical evidence on the determinants of decentralization and on the effects of decentralization on firm performance. A number of factors highlighted in the theory are shown to be important in accounting for delegation, such as heterogeneity and congruence of preferences as proxied by trust. Empirically, competition, human capital and IT also appear to foster decentralization. We build a model that helps understand how licensing activity should be organized within large corporations. More specifically, we compare decentralization--where the business unit using the technology makes licensing decisions--to centralized licensing. The business unit has superior information about licensing opportunities but may not have the appropriate incentives because its rewards depend upon product market performance. If licensing is decentralized, the business unit forgoes valuable licensing opportunities since the rewards for licensing are (optimally) weaker than those for product market profits. This distortion is stronger when production-based incentives are more powerful, making centralization more attractive. Growth of technology markets favors centralization and drives higher licensing rates. First, we demonstrate that microeconomic uncertainty is robustly countercyclical, rising sharply during recessions, particularly during the Great Recession of 2007-2009. Second, we quantify the impact of time-varying uncertainty on the economy in a dynamic stochastic general equilibrium model with heterogeneous firms. We find that reasonably calibrated uncertainty shocks can explain drops and rebounds in GDP of around 3%.
