The college-enterprise cooperation is recognized as an effective model to occupational education training, which has caught a big weight in educational reform of our country. “Order type” is the crystallization of school-enterprise cooperation, which can improve students' comprehensive abilities, practical ability, and the occupational ability. “Order type” is also an effective mode for the talent training, as a shortcut to help solve students' employment problem. However, the researches concerning the introduction of the Internet of things are scarce. A general solution plan of the urban emergency managing system based on the Internet of things is proposed. The emergency managing system involves four categories, which are perception layer, network layer, business layer and interface layer. Through the technology of the Internet of things, the carrying-out ability and decision-making intelligence are enhanced greatly. Above all, we construct a non-equigap cumulative operator and calculate the optimal multiplier. Then we use the genetic algorithms to solve the model. On this basis, we improve it and obtain the GM(1,1,α) model.
