The new information, based on 561 usable responses to a nation-wide survey of companies conducted by the authors, sheds light on two key questions: For what percentage of U.S. private sector employees (outside of agriculture and construction) is seniority -- per se (that is, seniority independent of current performance) rewarded in promotion decisions? For what percentage does protection against job loss grow with seniority even when current value to the firm does not? We find that the use of both accounting and market performance measures in executive compensation contracts decreases as the level of risk aversions increases. We use matched mother-child data from the National Longitudinal Survey of Youth (NLSY) and employ econometric techniques to control for observable and unobservable differences across individuals and families that may influence both children's weight and their mothers' work patterns. Our results indicate that a child is more likely to be overweight if his/her mother worked more hours per week over the child's life. Hoynes","doi":"10.3386/W8784","DOIUrl":"https://doi.org/10.3386/W8784","url":null,"abstract":"Labor market outcomes of welfare reform have been the subject of extensive research by economists, but there has been relatively little work on living arrangements, which was an important focus of reformers. Our research fills that gap by using data from the March CPS to examine the impacts of 1990s welfare waivers and the 1996 Federal welfare reform on living arrangements in samples of both children and women. Our findings suggest three main conclusions. First, welfare reform has had large effects on some important measures of living arrangements, including household size, parental co-residence among children, and marital status among women. Second, those effects are neither entirely aligned with the stated goals of reform nor entirely in spite of these goals. For example, in states that never had waivers, TANF was associated with a reduction of 14 percentage points in the fraction of Black children living in central cities who live with an unmarried parent. However, the fraction of these children living with neither parent rose by 8 percentage points, essentially doubling the baseline level. Third, there is a great deal of treatment heterogeneity both with respect to racial and ethnic groups, and with respect to whether reforms were waivers, TANF in states that had waivers, or TANF in states that did not (e.g., waiver effects on parental co-residence among Black, central-city children was much smaller than were TANF effects). Evaluation effort produces better information on risky projects, but the agent may reject a good project in order to avoid risk. Productive effort increases the mean of firm value but the agent faces uncertainty in his productivity due to the externality created by the new project. We examine the effect of uncertainty about the success of the new project on contract slope and convexity. The convexity in the contract protects the agent from uncertainty about the success of the new project, and the contract is more convex when uncertainty is greater. The contract slope encourages the agent to work on both tasks and to make the right project choice. We show conditions under which increases in uncertainty about the success of the new project cause increases in the contract slope. This positive relation between contract slope and uncertainty contrasts with the standard agency model's prediction of a decreasing relation. The features of the optimal contract are broadly consistent with prior empirical evidence on cross-sectional variation in CEO incentives. In addition our model suggests that there can be two groups of firms. The first group of firms has high uncertainty, and there is an increasing relation between risk and CEO incentives. This paper presents the theory in a simple two-period framework and uses ethnic Germans in the CIS to find empirical support for it. Since July 1990, ethnic German immigration from Eastern Europe and the CIS is restricted by means of a protracted application mechanism. In our data on ethnic Germans in Russia and Kazakhstan in the 1990s, we use information on the stage of the application process, migration intentions and ethnicity to construct close proxies for the option value of postponing migration and for migration costs. But their numbers were extremely low until the 1970s. The increased age at first marriage, rising numbers with professional degrees and Ph.D.'s, the diffusion of 'the Pill,' state legal decisions, and the acceptance of the appellation 'Ms.,' among other factors, spurred surname retention among married women in the late 1970s and early 1980s. This paper tracks the fraction of college graduate women who kept their surnames upon marriage and after childbirth and explores some of the correlates of surname retention. We use two decades of data from The New York Times and twenty years of information on the Harvard class of 1980. A time series on surname retention at marriage for college graduate women, gleaned from wedding announcements in The New York Times, shows a large increase from 1980 to 1984, a leveling off to 1998, and a possible subsequent increase. About 35 percent kept their surname at marriage in 2001, but fewer than 10 percent did in 1980. Among the women in the Harvard class of 1980, about 52 percent kept their surname at some time after marriage and only a small fraction of this group changed their surname after having children. In this paper we show that this view leads very naturally to a methodology for the measurement of social mobility which has strong parallels with the theory of progressive taxation. We characterize opportunity--equalizing mobility processes, and provide simple criteria to determine when one process is more equalizing than another. We then explain how this mobility ordering relates to social welfare analysis, and how it differs from existing ones. The use of these plans has increased over time, in part in response to government programs. The evidence shows that companies and workplaces adopting shared compensation practices have had higher productivity than other firms, but the effects vary among programs, suggesting that the particulars matter a lot in aligning shared compensation and work place activities. Single parents who started working in response to the SSP incentive are younger, less educated, and have more young children than those who would have been working regardless of the program. They also earn relatively low wages in their first few months of work: typically within $1 of the minimum wage. Despite these differences, their rate of wage growth is similar to other welfare leavers.
