The compensation scheme is applied to compensate input delay. Design of the corresponding control law is carried out for cases of synthesis with respect to free component, to forced component, to free and forced components of mismatch of the closed-loop dynamic system. It is proposed to divide the memory of a neural network in the short term and long term parts. To the Hamming network the additional layers and modulators are added, which provide the property of plasticity-stability of memory, like the networks in the adaptive resonance theory. In particular, this problem includes a problem of finding the minimum distance between the ellipsoid and the ellipse. The original constrained optimization problem is reduced to the unconstrained one by means of the theory of exact penalty functions. Constructed exact penalty function is nonsmooth and belongs to the class of hypodifferentiable. Experiments were carried out to evaluate the quality of clustering for the following algorithms: K-means; K-means++; Hierarchical clustering, SIB (Sequential information bottleneck) together with the LSA (Latent Semantic Analysis) methods and MI (Mutual Information) which allow selecting feature vectors. The stability methodology is used and quantative stability level assessment is introduced. This problem is important and common in cluster analysis and do not have unique criterion for all dataset types. The suggested approach solves one more problem. Often in socio-economics information analysis there are situations when initial numerical data contains various kinds of inaccuracies (measurement errors, intentional misrepresentations, errors of calculation, errors of mathematical model and other possible sources of errors). In this regard, it is important to choose those classifications of study objects which have the stability property with respect to random noise. The work is aimed to get a reliable and accurate clustering which is stable with respect to random perturbations and solves “ill posed” problems in clustering analysis, i.e. to find suggested number of clusters. In current paper the probabilistic approach to problem resolving is being offered. The variability frequency based on random perturbation is introduced and examined as a main metric for assessing clustering results. This estimation can be used for different clustering algorithms and their stability indices can be compared without additional procedures.
