L'ICBS (International Commitee of the Blue Shield) a ete cree pour repondre a la necessite de proteger le patrimoine culturel mondial. Ses activites sont concentrees sur la formation d'une part (avec la declaration de Radenci en 1998) et sur la revision des lois internationales d'autre part (et notamment une revision des mesures prises lors de la Convention de la Hague en 1954). Des comites du Bouclier Bleu nationaux soutiennent les actions de l'ICBS au niveau local. De son cote, l'ICA a developpe un programme d'urgence pour la protection des archives en cas de conflit arme. As part of collections in libraries, archives or museums, the acquisition and preparation, particularly due to the nature of the mechanical wood pulp paper which defies easy conservation; newspapers are deemed a source which collectors find especially hard to maintain. Microfilming and electronic storage are also mentioned. Dealt with in full detail are the collection and inventory concepts applied for newspapers in the Staatsbibliothek zu Berlin. After the complete auditing of newspapers in the library's periodical database and several extensive projects for the microfilming of the papers, the service DOD - DigitOnDemand >> will for the first time realise the possibility of offering the already microfilmed papers in digital format. The organisation of the indexing and navigation of the digitised newspaper holdings facilitates the easy incorporation of any number of supplements into the collection.
