This paper establishes the importance of information in the development process. The paper underscores the significance of marketing libraries in helping in the attainment of the Millenium Development Goals. Steps of how libraries could develop market plans are outlined. Il donne d'abord un apercu de la diversite culturelle du pays, mettant notamment en evidence l'importance fondamentale des langues autochtones. Il decrit ensuite son experience personnelle, en tant que membre de la communaute des Binandere, et en tant que chercheur universitaire, et discute la maniere dont il a integre la tradition orale et la langue vernaculaire dans son travail de these qui portait sur l'histoire de sa communaute (questions de methode et de l'opposition subjectivite/objectivite ; question de la propriete culturelle et de l'acces aux savoirs...). Il examine ensuite les differents aspects de l'education vernaculaire et tant qu'element essentiel pour la preservation et la promotion des cultures autochtones. The study has been funded by the European Commissions Libraries Programme. The study consists of, firstly, an analysis of the required information technology skills of librarians and information professionals in libraries with regard to the IC secondly, a survey of the present supply of continuing education for librarians in the EU member states; and finally, an analysis of the delivery methods appropriate for imparting the required knowledge and skills. In the paper we first discuss how to analyse the required IT skills and in that connection the required content in continuing educational activities. Next, we discuss how to analyse the required delivery methods in continuing education. Below here, a model, which differentiate a selected number of delivery methods in relation to training needs, is made.
