As a response to conditions that place children and their families at risk, the Cooperative State Research, Education, and Extension Service, U.S. Department of Agriculture (Cooperative Extension) funded the Children, Youth, and Families At Risk National Initiative and expanded the audiences typically served. To assess organizational support for programs for at-risk audiences and examine system-wide changes, Cooperative Extension conducted a system-wide evaluation effort. From late 1997 to early 1998, data were collected from 4,956 Extension professionals working on issues related to children, youth, and families. The Organizational Change Survey was developed to measure 5 components of organizational support for programming. Performance gap items were included to compare perceptions of the current system to perceptions of an ideal system. In this article, we outline the evaluation process and discuss results that informed Cooperative Extension regarding the st...","PeriodicalId":105976,"journal":{"name":"Children's Services","volume":"4 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2001-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129432039","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Extant studies that evaluate the effectiveness of in-home service have been criticized because they often do not use reliable and valid outcome measures. In this study we describe and evaluate an in-home program used by a large multistate health care organization in the Rocky Mountain region. An outcome measure that is currently being used by several managed care companies, the Youth Outcome Questionnaire (Burlingame, Wells, & Lambert, 1995), was used to objectively evaluate response to treatment in 104 patients ranging in age from 4 to17 who received in-home care. Using Jacobson and Truax's (1991) method, 62% of these patients demonstrated reliable improvement and 28% were classified as meeting the recovery criterion. Fiscal, patient care, and future research implications for in-home care are explored.","PeriodicalId":105976,"journal":{"name":"Children's Services","volume":"20 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2001-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125104018","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this study, we examined 473 youth in multiple counties from 3 settings: community settings (detention-petition), correctional settings, and residential treatment settings. Using the Childhood Severity of Psychiatric Illness Scale (Lyons, 1998), the mental health needs of youth in each of these settings was ascertained and compared. Results suggest an overall high rate of mental health needs, including serious emotional disorders. Youth in institutional settings had higher levels of need than those in the community. Youth with behavioral problems were more likely to be incarcerated, whereas youth with emotional problems were more likely sent to residential treatment facilities. Prior treatment experiences, both in mental health and substance abuse treatment, were strongly related to incarceration. This article reviews the general issues related to program evaluation and the unique concerns related to evaluating collaborative disciplinary health care programs. A model for evaluating collaborative disciplinary programs for children with special health care needs is described. A comprehensive review system is used to evaluate process components of the program (productivity, utilization, accountability, continuity, and coordination). Questionnaires, interviews, and chart reviews are utilized to evaluate outcome variables, including consumer satisfaction, medical outcomes, and psychosocial outcomes. Implications for improving future evaluation efforts and clinical practice are discussed.","PeriodicalId":105976,"journal":{"name":"Children's Services","volume":"177 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127544827","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

First, a conceptual framework for the development of community-based interventions is provided, with an emphasis on the ecological and commonweal advantages of such interventions. Next, important issues that investigators confront when pursuing the dual goals of providing good community-based intervention and conducting rigorous intervention research are addressed. These issues include research design, intervention specification and integrity, participant concerns, changing clinical culture, community challenges, school challenges, and appropriate staffing. Finally, a summary of challenges to conducting good community-based intervention research and effective responses to these challenges is presented.","PeriodicalId":105976,"journal":{"name":"Children's Services","volume":"49 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125739992","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The CCP successfully developed such a system with collaboration among 1 private and 3 state agencies that serve maltreated children taken into custody. Although implementation of the collaborative was not optimal, the available evidence does not support the view that the CCP was more effective than Current Services at improving child and caregiver functioning, increasing family reunification, or decreasing use of out-of-home care. When a comprehensive range of costs is considered, evidence suggests that the CCP produced modest cost savings. The lack of favorable clinical findings is consistent with treatment effectiveness literature pertaining to community-based mental health services. Policy implications are outlined.","PeriodicalId":105976,"journal":{"name":"Children's Services","volume":"40 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127125723","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this study we examined racial and ethnic differences in caregiver-reported mental health service utilization rates among a sample of 659 youth ages 2-17 years in foster care. Results indicate that White American youth were significantly more likely to receive services compared to African American and Latino youth, even when the effects of possible confounding variables were controlled. The U.S. Federal Government has even published a compendium of factors purported to be indicators of potential violence in youths. In this article we present a critical evaluation of efforts to identify potentially violent youths such as those proposed in the government's compendium. First, we review the purported early warning signs of violent youths and how these signs are being communicated to the educational community and to society at large. An evaluation of the use of such early warning signs follows with a review of how base rates of the indicators and target behaviors statistically impact judgment error rates. Differential consequences of specific types of judgment errors are discussed. Finally, we propose several broad recommendations intended to reorient our efforts toward maximizing safety in schools and help for troubled youngsters.","PeriodicalId":105976,"journal":{"name":"Children's Services","volume":"2 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-07-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115673577","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Evaluation of outcomes for these programs is lacking. The purpose of this research was to examine the relations among treatment goals, time in therapy, and change in behavioral and emotional functioning for adolescents receiving school-based mental health services, using student and clinician reports. Results indicated that both clinicians and students reported improved functioning for youth. Analyses indicated that students identified as having fewer treatment goals showed more progress than those with higher numbers of treatment goals. Girls reported more impairment in functioning than did boys. Father presence in the home and number of treatment goals were related to attrition.","PeriodicalId":105976,"journal":{"name":"Children's Services","volume":"153 3","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2000-07-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131544313","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
