This can lead to, as well as be the result of, an increased susceptibility to social disharmony and isolation. This state of disconnect between the larger society and the groupings of some members of that society is known as fragmentation. While fragmentation can manifest itself along economic, institutional, or geographic lines, this chapter focuses on risk factors related specifically to social fragmentation. In everyday life in contemporary Northern Ireland, social fragmentation undeniably rules over the full spectrum of the lived experience. If left unaddressed, they can drag this deeply divided “post-conflict” society back into the abyss of violent conflict. There are a range of internal and external accelerants, some of which could metastasize into triggers, that further threaten the stability of peace in contemporary Northern Ireland and increase the risk of violent conflict. Among these are (1) acute economic deterioration, (2) outbreaks of limited paramilitary violence, and (3) a vote on a united Ireland. These three accelerants are cross-cutting and intersecting. So, in a comparative sense, Northern Ireland deserves credit that the Good Friday Agreement, despite rewarding separateness over integration, has held for more than 20 years. Yet it seems there is a dangerous trajectory in contemporary Northern Ireland that has regional, global, and, most importantly, human implications for how we understand the transitions a society goes through in moving from conflict to a stable, enduring, and sustainable peace. More than two decades after the Good Friday Agreement, Northern Ireland finds itself in a shallow, troubled sleep, and its future, moving more quickly each day, is trending in a darker and more dangerous direction. Deeply divided societies, delineated by difference from the “other,” can be seen as intractable identity conflicts. To reduce our understanding of social identities in Northern Ireland to religion—Protestant or Catholic—is dangerously misleading. In reality, the issue is one of national identity, where Protestant becomes shorthand for unionist (those supporting Northern Ireland’s constitutional status within the United Kingdom and opposing the involvement of the Irish Republic in Northern Ireland) and Catholic for nationalist (those believing that Northern Ireland is part of the Irish nation and opposing the imposition of British rule that prevents a united Ireland). Governance refers, broadly, to the ways in which authority in a country is exercised. How are governments selected, monitored, and replaced? What is the capacity of the government to develop and implement sound policies? To what degree do the citizens respect the state and the institutions that govern them? Nearly all early warning systems for violent conflict include various traits of governance as risk factors. In this current moment, while many elements of the peace agreement have held fast, the peace seems more fragile than ever.
