This article analyses 266 papers from the Web of Science database and the database consisted of peer-reviewed journal articles, reviews, and early accesses articles. Moreover, Bibliometrix R-Package software is used to map the bibliographic material. The research revealed that: the number of publications steadily increased after 2017 and Engineering and Business and Economies are the most productive research areas. China, the USA and Germany are the most productive country based on the total publications and total citations. Indeed, when analyzing the academic collaborative relationships among countries, China is the center of international collaboration and mostly works with the UK and the USA. Furthermore, “Sustainability” is the most productive journal, “International Journal of Production Research” has the highest impact factor and “Annals of Operations Research” has the highest total citation. Besides, Jinan University is the most productive institution and Ivanov D. is one of the most academically influential author in the research area. {"title":"OVERSIGHT OF INTELLIGENCE: A COMPARATIVE ANALYSIS","authors":"A. This article comparatively analyses intelligence oversight in democracies and authoritarian regimes with a comprehensive literature review and an examination of the relevant open-source intelligence documents. As a result of the study, it has been found that the oversight of intelligence in democratic and authoritarian regimes differs mainly in two points. These are the difference of purpose and the difference of oversight mechanisms. It concludes that the most fundamental distinction between democratic and authoritarian regimes in terms of purpose difference is the oversight of compliance with the law and the purpose of society/regime security. While intelligence oversight in democratic countries includes examining the compliance of the activities with individual rights, national and international law, this situation represents a symbolic process in authoritarian regimes. The article also reveals that the effectiveness of oversight mechanisms varies due to the institutionalization of the practices arising from the difference in purpose in democratic and authoritarian regimes. In this regard, the article also demonstrates that democracies today have more effective and institutional intelligence oversight mechanisms. With the New Right and New Public Management approaches that emerged in the 1980s, it was desired to control the bureaucracy by weakening it. In order to prevent negative externalities such as budget deficit, confidence deficit and performance deficit, which are created by the traditional public administration approach, it is desired to place a contracted employment and human resources management approach in public personnel management. With the Presidential Government system, it was aimed to reform the structure and to establish a public personnel regime based on human resources management. However, the necessary legal regulations for reform studies could not be implemented, and a staff structure that works in more than one status and according to legal regulations has emerged in the public sector. The promotion exam announced by the Credit and Dormitories institution affiliated to the Ministry of Youth and Sports represents the reflection of these problems in practice. With VRP, it is aimed to create routes that enable the movement of limited capacity vehicles or vehicles to customers in different regions, with the lowest cost from a depot. Therefore, the purpose of the Vehicle Routing Problem, which deals with product distribution between the depot and the customers, is to determine the vehicle routes in a way that will serve all customers by minimizing the total travel costs. In this study, it is aimed to minimize transportation costs by improving the capacity utilization of the vehicles, used for deliveries from the central depot of a flour mill, operating in the city center of Isparta to customers in the city and district centers of Isparta, Denizli, Burdur, Afyon and Antalya.
