Omelchenko
The real measure of sustainable urban development is the achievement of the urban level and standards of living, the transformation of urbanization into the driving force of consistent economic growth, social and cultural development, and environmental protection. At the same time, numerous forms of poverty, growing inequalities and environmental degradation, social and economic isolation, and spatial segregation of the population persist in certain cities and towns. A differential approach to improving the different territories population quality of life according to their specifics during the period of economic and political instability, and the growth of social tension in Ukraine is absolutely necessary. The controversial nature of urban development in the Kherson region was established. The weak region urbanization, the smallest network of Ukrainian cities, one of the lowest (among regions of Ukraine) regional indices of human development, the rural way of life preservation – all of this creates enormous problems for the sustainability of cities in the region, in particular, housing, infrastructure, major services, food safety, health, education, decent work, security and natural resources. The article outlines strategic directions and priorities of urban development in the context of improving the quality of life allowing for the urbanization of certain types of Kherson region areas. The main purpose of these activities is to preserve the system of settlement areas, including city, supporting of small towns and villages, creation of basic conditions for self-realization of all age groups of the population, establishing of the best transport and information connections between settlements. These measures will ensure revitalization of economic activity, employment and improving public awareness, development and modernization of all types of infrastructure, especially in small urban areas, promote suburbanization. All this will greatly improve the quality of life of the population. The presented strategic directions and priorities can also be applied at the state and local level to support local planning.
Scientific Bulletin of Kherson State University. The preconditions for the labor market formation in Kirovograd region are defined by a short history of the territory development, agrarian specialization of the economy, uneven population distribution, low urbanization, absence of significant urban centers. The labor market in the region is the result of the interaction of economic, demographic, social, environmental, cultural, political and other regional processes. The article characterizes the dynamics and current trends of the labor market in the region based on the analysis of the number of economically active population according to the place of residence, age and gender distribution. The level of economic activity of the regional population aged 15-70 years for the period of 2012–2017 is determined in accordance with the average Ukrainian indicators. The degree of employment and unemployment of the regional population in the sectoral and gender-related aspects for the period of 2012–2017 is analyzed. The paper determines the intra-regional territorial aspects of unemployment which involve transport accessibility to medium, large cities and to the regional center, density and quality of transport routes, level of agricultural production development, mining and processing industry, level of natural resource potential, level of regional management of the territory. On the basis of the above mentioned facts, it is concluded that the labor market is a structural element of the geographic space. The geographic theory of “center-periphery” is clearly reflected in its development, and determines in its territory functioning indicators a relatively prosperous center and problematic periphery of the region. The paper conclusions indicate the necessity of labor market regulations considering specific interregional peculiarities.
Scientific Bulletin of Kherson State University. In the article the author discloses the territorial division of room inventory of the hotels of various categories. The main regularities in the distribution of room inventory of the hotels at the district level are highlighted. The transformation that took place in the infrastructure during a certain time slot was analyzed. Disclosure of the factors that will affect the further development of infrastructure at the district level. The discrepancy between the existing natural resource potential and the level of provision of room inventory of the hotels in separate administrative units is highlighted. In the article the author highlighted the importance of the level of service for the further development of hotel complexes. The author discloses the importance of system development of related industries for the further development of international tourism. Significant structural changes that have taken place in the provision of infrastructure as a result of the military conflict in the state have been established. The article states that for the further development of international tourism in some administrative units of rayon level and cities of oblast significance it is important to increase the numbering of the high and first categories. In order to gain competitive advantages in attracting international tourists to a significant number of districts it is worth both to increase the number of rooms and raise the level of service. In the article, the author emphasizes the need for clear state regulatory requirements for the further development of the hotel industry. The author pointed out the insufficient number of high and the first category room inventory of the hotels in some areas of the Kherson region to attract an additional number of international tourists by individual destinations, as a result of the redistribution of international tourist flows.
Scientific Bulletin of Kherson State University. For the normal functioning of hydraulic structures, as well as to avoid catastrophic consequences for settlements, it is necessary to calculate and predict the maximum runoff precisely. The insufficient degree of studying the peculiarities of forming the maximum runoff of rivers in Ukraine requires further development of the research. Unlike modern normative documents, the authors of the article are proposed a generalized structure for rain floods and spring water. Different methods are only parameters that are individually for floods and spring water. \u0000The current normative documents in force in Ukraine use the base-years experience in the field of the theory and practice of hydrological calculations, accumulated by scientific research institutes and project water management institutions as of 1975. \u0000In particular, in the absence of observation data for the maximum drainage of spring water, the structure of the empirical type is recommended, using the dependence on the estimated layers of the runoff and the coefficients that characterize the watercourse's friendliness, calculated from the materials of the analogue rivers. \u0000In order to take into account the reduction of the reduction of maximum drainage modules in the area of small catchment areas (with an area less than 10 km2), the parameter “b” is introduced into the structure of the formula. \u0000The maximum drainage of rain floods is determined taking into account the size of the catchments (at F 200 km2 – the reduction structure). \u0000The method of calculation and forecasts is brought to the level of their use. \u0000The relevance of the past period is due to the need to study the processes of forming the characteristics of the maximum runoff of rain floods and spring water.
Scientific Bulletin of Kherson State University.
