However, access to medical care is sometimes very difficult for people living in rural and underserved areas. They have to trek long distances for a medical diagnosis. We propose a medical network based on state-of-the-art medical kiosk that addresses the problems of providing preventive and diagnostic health care. The patients can directly enter and can be screened for hypertensive with all the necessary tests that are intelligent. The intelligent real-time hypertensive diagnosis expert system runs on a Tele health server and is connected to the kiosk through the internet. Based on the symptoms, tests taken and previous history of the patient, a prescription is generated by the expert system that is also sent to a hospital where the doctor is online. Any changes required can be made by the physician in the diagnosis and prescription generated by the expert system and sent to the patient at the kiosk end as a printout. We first give the definition of the T-F function and prove that under some general assumptions this proposed function posses the characters of both tunneling function and filled function. Then we design an algorithm based on T-F function. Last, we make a numerical test. How to achieve the flexible control of the dynamic business processes has been becoming an important research topic. Based on the analysis of the current research, an improved role network model (RNM) is presented firstly. Then, an RNM based flexible control approach of the dynamic business processes is proposed. Finally, based on the improved RNM, a modelling tool and the working procedure of the business process control engine are presented. The proposed method has been applied in some practical e-government projects. Ontology is the basis of sharing and reusing knowledge on the semantic Web. Fuzzy ontology is an extension of domain ontology for solving the uncertainty problems. In order to handle fuzzy phenomenon and uncertainty of knowledge in SCM, this paper proposes a series of fuzzy ontology models using intuitionistic fuzzy set that consists of fuzzy domain ontology and fuzzy linguistic variable ontologies. Then, a fuzzy ontology framework is presented, including three parts: concepts, properties of concepts and values of properties. In this paper, an importance sampling method - cross entropy is presented to deal with credit risk assessment problems for commercial banks. The failure event of repaying loans is treated as rare event due to the relatively low probability, and the failure probability of repaying loans is taken as the criterion to measure the level of credit risk. This paper proposes a novel query expansion technique that has phrases as its expansion unit. Phrases typically have a higher information content and a smaller degree of ambiguity than their constituent words, and therefore represent the concepts expressed in text more accurately than single terms. This method extracts key phrases from original results, and calculates the semantic similarity between the query phrase and each phrase extracted using the semantic similarity algorithm based on WordNet, and then expands the query with the most similar phrases to search again. Quite a few models and approaches have been investigated for this. Chinese is one of the most complicated languages on morphology, syntax, semantics and pragmatics. In Chinese, there is not an explicit delimiter between words as in English. The difficulties in Chinese natural language processing, such as segmentation, knock down both effectiveness and efficiency of text similarity computation. This paper addresses some challenges in Chinese text similarity computation, which are undergoing from Chinese linguistics, models and approaches used in information retrieval. We consider Chinese text similarity computing tasks to cover broad topics of word, sentence and document similarity. Our work provides insights into the difficulties and bottleneck in the research, including tradeoffs between effectiveness and efficiency.
