Palabras claves: Inundaciones, AMGR, Sensores Remotos, Índices de Agua ABSTRACT Urban growth shown in recent decades in the Gran Resistencia Metropolitan Area led to the occupation of spaces not suitable for population settlement given their environmen- tal conditions, and because of that, the alteration of rainwater receiving spaces, being committed to new developments, have altered their dynamics and in consequence there have been a number of floods. The aim of this paper is to identify the spatial distribution of precipitation in the period between December 13, 2018 and January 17, 2019. The Mo-dified Normalized Difference Water Index (MNDWI) was applied. In this framework, is addressed an environmental problem associated to the polluting legacy of mine tailings that operated in this territory, in the recent past. The described situation is related to the historical practices of extractivism, as well as, with the behavior of the polluting agent (Slow Violence). Struggling with it the answer from the public apparatus due to the lack of clarity about how this agent acts, and the ignoran- ce about the potential risks, that could generate in the population and the environment, in the framework of what has come to be called toxic disinformation. A series of studies and urban do- cuments show a lax use of basic concepts of the discipline are used with different senses, generating difficulties for its advancement and for its daily practice. These complexities, common to different territories, are evident in Argentina in recent decades with the de- velopment of a lot of plans with different territorial scopes. In this sense, the objective of this work is to do the first approach to the basic concepts used as tools for planning the territory, in order to contribute to the conceptual clarification of the urban sciences. It is established some of the most used concepts to plan a territory in this century -Urbanism, Planning, Project, Territorial Planning, Urban Planning Code, Strategic Planning- and what is understood by each of them.
