Measures are being systematically taken to raise the legal awareness and culture of the population, to form an uncompromising attitude towards corruption in society. All anti-corruption reforms carried out by the state are carried out in the interests of citizens. Particular attention is paid to the training of independent, competitive personnel with high moral and ethical qualities through intensive anti-corruption activities in the field of education. With the rapid growth of professions in modern public administration and the private sector, the growing demand for qualified personnel and the use of mature personnel are critical to achieving positive results, which increases the relevance of the fight against corruption in higher education. Due to the lack of scientific literature on combating corruption in higher education and the lack of research in this area, special attention should be paid to theoretical concepts of corruption in this area. Also, based on realized reform, views of legal scholars in this direction and essence of administrative proceedings enumerate specific features and organizational-legal basics of this legal institution. In particular, the main goal and task of administrative proceedings is to protect the rights, freedoms and legal interests of private persons from unlawful decisions, public authorities and organizations, actions (inaction) of public officers. In addition, it is noted that there is a separate composition of subjects in administrative proceedings – private persons and persons of public law. It is also indicated that in administrative proceedings administrative cases are considered in accordance with a separate procedural order and in accordance with the basic rules and principles of justice. The main direction of parliamentary control is the control over the state budget - a special approach to controlling the expenditure of budget funds, which form the financial basis of the country. Control over the state budget is to ensure socio-economic development, consideration of the State Budget, which is the main financial document, its adoption and control over its implementation. The author describes from his point of view the parliamentary control over the execution of the state budget as the main direction of parliamentary activity, aimed at ensuring the strict observance of budget discipline in the formation and effective use of the state budget by the parliament and its bodies. The article considers the control functions of the Oliy Majlis of the Republic of Uzbekistan on the basis of the Constitution and laws of the Republic of Uzbekistan: аdoption of the State Budget on the proposal of the Cabinet of Ministers and control over its execution, consideration of reports of the Cabinet of Ministers on the results of execution of the state budget by the Legislative Chamber, adoption of relevant decisions, consideration of the report of the Accounts Chamber. The main directions of parliamentary financial control over the state budget are analyzed through the legislative system of the Republic of Uzbekistan. One of the main tasks of the article is to analyze the social necessity of crime, to constantly improve the legal framework of the industry, to eliminate legal problems that may arise in the fight against these crimes. At the same time, the constructive signs of a crime are defined as the legal direction of study. The objective and subjective aspects of criminal relations arising as a result of interference in the investigation or resolution of court cases, which is one of the criminal acts arising from the relations of justice, are highlighted. The main content of the study is the analysis of the development of legislation in the settlement of situations arising in relationships in this area. However, along with the forms of intervention and the activities of officials, scientific views were also subjected to analysis. This study considers main environmental problems in cities in connection with construction processes. At the same time, we also studied organizational legal measures and scientific-theoretical bases of construction activities. In addition, legal assessment and review of zoning issues, greening of construction processes, benefits of developing “green economy,” introduction of low-waste technologies, as well as construction of energy-efficient buildings and housing were carried out. Besides, the article is dedicated to the matters concerning the cooperation of prosecutor offices in terms of fighting against crime within the regional scope of international organizations. In particular, in this scientific research, proposals were made to improve the withdrawal system of international fugitive biometric passports. The author’s comparative analysis on international conventions, declarations and legislation of foreign countries reflected the specifics of this article. Moreover, the relevance of the research topic lies in the fact that the commission of such crimes is characterized by the use of modern technical means and high-tech facilities of air and land transport, a high transcontinental level of organization and large financial support, including illegal financial sources. The negative outcome of such activities is due to a significant increase in the number of serious crimes of a transnational nature. The lack of adequate legal cooperation between states leads to the emergence and spread of negative situations when criminals, committing a crime in one state, illegally cross the borders of another in order to avoid the administration of justice and prosecution.
