At the same time, the constructive course of the event confirmed the great willingness to work together on solutions that consider both the necessary expansion of renewable energies as well as nature and species conservation. There was consensus that improved land designation and land preservation tools are of great importance. Discussions on environmental impact compensation contained pleas for an adjusted compensation system. The cases include explanations of such practices, the related evidence relied on by the authorities to show the infringements of Article 5 of REMIT, and the defence arguments raised, including ne bis in idem. He also summarizes (with the assistance of Monica Iancu and her colleagues in Bondoc & Asociatii) a press release from the Romanian Energy Regulator, noting the many decisions it had taken between 2019 and 2022, mainly on wash trades, with some on layering and pre-arranged transactions. Some 20 market participants have been sanctioned for infringements on the wholesale electricity market; and four market participants have been sanctioned for infringements on the wholesale natural gas market. The IEA WEO 20221 provides analysis and insights on trends in global energy demand and supply, and what they imply for energy security, environmental protection and economic development. The WEO covers the whole energy system and uses a scenario-based approach to highlight the key choices, consequences and issues lying ahead, and to show how the course of the energy system can be affected by changing some of the key variables, mostly the energy policies adopted by governments around the world. Besides PPA, energy sharing and forward markets, the reform promotes especially the recourse to two-way CfD to allow the generator for a revenue guarantee for the electricity produced but with an upward limitation when market prices are high. The Commission also announced the probable end of inframarginal cap and recommends revaluing the importance of OPEX, in order to encourage further non-fossil flexibility services for renewable integration. The federal and state governments are working together with the relevant stakeholders on solutions to put the approval of wind turbines – it is primarily about the species protection test – on a broader footing. The process was initiated in 2019 and is currently still in progress. The last work is currently being done by the Probabilistic Working Group, which will be discussed in more detail later.
