Independent energy: how stakeholders work together to find common solutions

Abstract

This article traces the German path that was found after the so-called Red Kite verdict of 2018. The federal and state governments are working together with the relevant stakeholders on solutions to put the approval of wind turbines – it is primarily about the species protection test – on a broader footing. The process was initiated in 2019 and is currently still in progress. The last work is currently being done by the Probabilistic Working Group, which will be discussed in more detail later. The aspect of the increase in the risk of death of specially protected species on wind turbines, to be assessed using probabilistic methods, is a new issue in the debate and therefore represents a decisive moment in the joint development.
