In contrast to the fragmented management procedures currently in practice, long term ocean sustainability requires a comprehensive, coordinated management approach. Common property, while often advanced as the cause of overexploitation of ocean resources, may in fact be the institutional arrangement with the greatest potential to control ocean use. This paper presents the 18th Century English commons as an example of a successful resource management institution which coordinated multiple resource uses, was flexible to changing environmental conditions, and embodied community control. The historical record on the enclosure of the commons suggests parallels with current privatization efforts which raise troubling distributional questions. The Preparatory Commission for the International Sea-Bed Authority and the International Tribunal for the Law of the Sea has an additional and possibly unique mandate to administer a provisional sea-bed mining regime which will last until entry into force of the Law of the Sea Convention. This paper will examine, within the context of its mandates, the progress the Preparatory Commission has made since its inception with respect to its two principal functions: institution building and regime building. Murty","doi":"10.1016/0951-8312(90)90043-H","DOIUrl":"10.1016/0951-8312(90)90043-H","url":null,"abstract":"<div><p>The wave-induced nearshore circulation and the sediment exchanges between two littoral cells along the beaches bordering Vypeen and Chellanam islands in the vicinity of Fort Cochin are examined. In general, the flow within this narrow zone consists of a sheared cellular flow pattern with clockwise and anti-clockwise rotations exhibiting noticeable spatial variation. Field studies reveal a southerly littoral current during most of the year. A conceptual model is presented to explain the sediment movement along the two littoral cells. The sediments introduced to Vypeen littoral cell are transported southwards by the incident waves either in the form of cellular or meandering flows, depending upon deep water wave approach. The strong flows associated with the tide in the Cochin harbour entrance channel obstruct transport further south. During the monsoon season, sediment from either side of the channel is transported into the channel under the influence of the clockwise and anti-clockwise circulation cells.
