Efforts to achieve universal agreement on deep sea-bed mining through negotiations at the Preparatory Commission: A Soviet perspective

Abstract

The Soviet Union is a full and active participant in the work of the Preparatory Commission for the International Sea-Bed Authority. However, there remain several questions for which resolution is required before universal agreement on deep sea-bed mining can be achieved. This paper is an effort to articulate those unresolved issues and to consider alternatives that would, in the mind of the author, lead to effective and general agreement on the law of the sea.
