McGarrell","doi":"10.1080/23774657.2022.2124554","DOIUrl":"https://doi.org/10.1080/23774657.2022.2124554","url":null,"abstract":"ABSTRACT The onset of the COVID-19 pandemic resulted in short-term strategy shifts by criminal justice agencies, including population reductions and early release in institutional settings and restricting in-person check-ins in community corrections, among many others. Years into the pandemic, the impact of how local criminal justice agencies navigated these changes in practice is still coming into focus. This paper models shifts in community corrections populations in a Midwest US metropolitan community corrections agency following the onset of the COVID-19 pandemic. Using monthly population data from early 2017 to mid-2022, we employ Bayesian interrupted time-series models to describe changes in probation, parole, and supervision absconder populations over this period. The results suggest that both probation and parole populations, as well as absconders, were in decline leading up to March 2020, but then exhibited varying trends following the pandemic. We illustrate this in the context of temporary prisoner release decisions due to the COVID-19 pandemic. We leverage parolee COVID-19 mortality rates in PA to show that prior estimates of the expected COVID-19 mortality rate for prisoners if released into the community, calculated from community rates, underestimate expected deaths by a factor of over 2.5. These results suggest a substantially smaller return to public health from temporary prisoner release programs than previously estimated and that, in some settings, such programs can increase COVID-19 risk. Consequently, COVID-19 had substantial impacts on probation organizations, their staff, and the clients they serve. The current study examines how this pandemic affected one California probation agency. Using administrative data (n = 36 months) and staff surveys (n = 216), the study found that COVID-19 affected population trends, changed the composition of probation client populations, caused wide-ranging challenges for clients, and affected staff’s wellbeing and work experiences. In particular, shifts to virtual work were a dramatic change for the agency. Lessons learned from this study can assist agencies to best support staff and clients as the pandemic continues, as well as inform future responses to public health crises and other disruptive emergencies.
