A usage control model that specifies the rules governing information access and usage, as expressed in law, is an important step towards achieving such compliance. Software systems that handle health records must comply with regulations in the HIPAA Privacy and Security Rules. Herein, we analyze the HIPAA Privacy Rule using a grounded theory methodology coupled with an inquiry driven approach to determine the components that must be supported by a usage control model to achieve regulatory-compliant health records usage. In this paper, we propose a usage control model, UCONLEGAL, which extends UCONABC with components to model purposes, cross-references, exceptions, conditions, and logs. We also employ UCONLEGAL to show how to express the access and usage rules we identified in the HIPAA Privacy Rule. Our analysis yielded seven types of conditions specific to HIPAA that we include in UCONLEGAL; these conditions were previously unsupported by existing usage control models.","PeriodicalId":90523,"journal":{"name":"IHI ... : proceedings of the ... Specifically, techniques that automatically abstract and summarize PPIs at multiple resolutions to provide high level views of its functional landscape are still lacking. In this demonstration, we present a novel data-driven and generic system called FUSE (Functional Summary Generator) that generates functional maps of a PPI at different levels of organization, from broad process-process level interactions to in-depth complex-complex level interactions. By simultaneously evaluating interaction and annotation data, FUSE abstracts higher-order interaction maps by reducing the details of the underlying PPI to form a functional summary graph of interconnected functional clusters. We demonstrate various innovative features of FUSE which aid users to visualize these summaries in a user-friendly manner and navigate through complex PPIs.","PeriodicalId":90523,"journal":{"name":"IHI ... : proceedings of the ... {"title":"Brain-computer interfaces: progress, problems, and possibilities","authors":"J. Wolpaw","doi":"10.1145/2110363.2110366","DOIUrl":"https://doi.org/10.1145/2110363.2110366","url":null,"abstract":"Brain-computer interfaces (BCIs) have a promising future, with researchers in laboratories all over the world using many different brain signals, recording methods, and signal processing approaches to realize increasingly capable systems. These BCI systems can control a variety of external devices, from cursors and avatars on computer screens, to televisions and wheelchairs, to robotic arms and neuroprostheses. People with and without disabilities have tested these systems, and a few people who are severely disabled are already using them for important purposes in their daily lives. Furthermore, several groups are beginning to explore BCI-based methods for improving rehabilitation for people with strokes and other neuromuscular disorders. Thus, BCIs are poised to become a major new technology for people with disabilities, and possibly for the general population as well. At the same time, the realization of this bright future depends on advances in four critical areas. First, both non-invasive and invasive BCIs need better signal-acquisition hardware. Second, the real-life usefulness of BCI systems for people with disabilities requires convincing clinical validation. Third, effective strategies for BCI dissemination and ongoing support must be developed. Fourth, and perhaps most important, if non-invasive or invasive BCIs are to be widely used for anything more than the most basic communication functions, their reliability must be greatly improved. Better reliability may be achieved with BCI design strategies that are based on the principles underlying the excellent reliability of natural neuromuscular actions. These strategies include: effective engagement of brain adaptive capacities; task-appropriate distribution of control between the brain and the BCI; and BCI use of signals from multiple brain areas. Effective attention to these critical areas by scientists and engineers throughout the world can realize the exciting future envisioned for BCI technology.","PeriodicalId":90523,"journal":{"name":"IHI ... : proceedings of the ... The violations of HIPAA not only may cause the disclosure of patients' sensitive information, but also can bring about tremendous economic loss and reputation damage to healthcare providers. Taking effective measures to address this gap has become a critical requirement for all healthcare entities. However, the complexity of HIPAA regulations makes it difficult to achieve this requirement. In this paper, we propose a framework to bridge such a critical gap between healthcare systems and HIPAA regulations. Our framework supports compliance-oriented analysis to determine whether a health- care system is complied with HIPAA regulations. We also describe our evaluation results to demonstrate the feasibility and effectiveness of our approach.","PeriodicalId":90523,"journal":{"name":"IHI ... : proceedings of the ... However, many of the existing health devices in use were not originally developed for network connectivity and those devices with networking capabilities either use proprietary protocols or implementations of standard protocols that are unavailable to the end user. The first set of devices are unsuitable for device coordination applications and the second set are unsuitable for research in medical device interoperability. We propose the Medical Device Dongle (MDD), a low-cost, open-source platform that addresses both issues.","PeriodicalId":90523,"journal":{"name":"IHI ... : proceedings of the ... Medical experts agree that physical activity is critical to maintaining fitness, reducing weight and improving health. Yet so many people have difficulty increasing and maintaining physical activity in everyday life. We have created a solution called Move2Play, which encourages a healthier lifestyle and motivates to participate in regular physical activity. We have integrated four essential parts that form the basis for long-term progress and sustainability - Activity Recommendation, Tracking, Evaluation and Motivation. In order to recognize and assess physical activity, we have developed a system for mobile phones that collects data from various sensors, such as accelerometer, GPS and GSM. We provide personalization, i.e. we have proposed and realized activity recommendation for an individual user to ensure that the users engage in regular exercise, as opposed to occasional outbursts of activity, which are unhealthy and even harmful. We discuss our proposed mechanisms of activity recommendation and the concept of motivation, which represent a key element for any system that fights the sedentary lifestyle of the modern generation.","PeriodicalId":90523,"journal":{"name":"IHI ... : proceedings of the ... Several of these technologies were discovered in older adults' homes during user studies carried out with the main purpose to help them to manage their medications and recall challenges. We confirm that a considerable number of older adults integrate their medication treatments into their daily life routines, and that the lack of knowledge, caregiver's support, medicine outside the home, forgetting medication intake, complexity of medication regimen were equally important challenges. One of the major findings was the issue related to substitutions, as older adults get confused due to the volatile information that they receive regarding their medications. We define basic requirements in order to address these issues towards the design of a personalized medication management system. We further describe our initial stage in a participatory design process as part of the ongoing Lev Vel Consortium.","PeriodicalId":90523,"journal":{"name":"IHI ... : proceedings of the ... Often data collected under similar circumstances reflect fundamentally different patterns. For example, information about patients undergoing similar treatments in different intensive care units (ICUs), or within the same ICU during different periods, may show systematically different outcomes. In such circumstances, the multivariate probability distributions induced by the datasets would differ in selected ways. To capture the probabilistic relationships, we learn a Bayesian network (BN) from the union of the two datasets. We include an indicator variable that represents the dataset from which a given patient record is obtained. We then extract the relevant conditional distributions from the network by finding the conditional probabilities that differ most when conditioning on the indicator variable. Our work is a form of explanation that bears some similarity to previous work on BN explanation; however, while previous work has mostly focused on justifying inference, our work is aimed at explaining multivariate differences between distributions.","PeriodicalId":90523,"journal":{"name":"IHI ... : proceedings of the ... The Clinical Narrative Temporal Reasoning Ontology (CNTRO)-based system is designed for semantically representing, annotating, and inferring temporal relations and constraints for clinical events in Electronic Health Records (EHR) represented in both structured and unstructured ways. The LifeFlow system is designed to support an interactive exploration of event sequences using visualization techniques. The combination of the two systems will provide a comprehensive environment for users to visualize inferred temporal relationships from EHR data. This paper discusses our preliminary efforts on connecting the two systems and the benefits we envision from such an environment.","PeriodicalId":90523,"journal":{"name":"IHI ... : proceedings of the ... Unfortunately, misuse of information stored in EHR and PHR systems will create new risks for patients, and we need to empower them to safeguard their health information to avoid problems such as medical identity theft. In this paper, we introduce the notion of accountable use and update of electronic health records and design a patient-centric monitoring system based on it. We develop a system architecture and associated protocols that enable either explicit or implicit patient control over when and how health information is accessed. Our approach provides a reasonable solution rather than addressing the more general information flow control problem in distributed systems. We also implement and evaluate a prototype system motivated by a health record sharing scenario based on NHIN Direct to demonstrate that enhanced accountability can be supported with acceptable performance and integration overheads.","PeriodicalId":90523,"journal":{"name":"IHI ... : proceedings of the ...
