Different to other existing approaches, we do not try to locate these parties in an Euclidean space, but rather on topological trees (with the straight line, the usual left-right model, being the simplest one). This approach has the advantage that – different to two- or higher dimensional spaces – our model allows betweenness information, keeping the parties linearly ordered at least at parts of the tree, with possible conclusions about center or periphery of the political landscape, and possible coalitions. We do not focus primarily on distance but after the topological model is found, we attempt to approximate these distances, in a second step.","PeriodicalId":90055,"journal":{"name":"Statistics, politics, and policy","volume":"8 1","pages":"31 - 56"},"PeriodicalIF":0.0,"publicationDate":"2018-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"88064683","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In spite of these drawbacks, dissents can potentially contribute to future legal development. We theorize that dissenting justices who use more memorable language are more successful in achieving such long-term impact. To test this theory, we amass an original dataset of citations to dissenting opinions extracted directly from majority opinion text. We further leverage these texts to build an algorithm that quantifies the distinctiveness of dissenting language within a dynamic context. Our results indicate that dissents using more negative emotion and more distinctive words are cited more in future majority opinions. These results contribute to our understanding of how language can influence long-term policy development.","PeriodicalId":90055,"journal":{"name":"Statistics, politics, and policy","volume":"16 1","pages":"195 - 221"},"PeriodicalIF":0.0,"publicationDate":"2017-12-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"88732476","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The technological revolution is in fact enabling governments to use a great variety of digital tools and data to manage all phases of the policy cycle process, becoming a core element for e-governance applications and techniques. However, research is seemingly not yet aligned yet with the hybrid environment that both public policies and politics are moving in, while the actors (old and new) and the decision-making processes themselves, in their searching for automation and objectivity, risk being overshadowed. Taking the case of Higher Education, this article proposes a research framework for big-data use to prompt the reflection on the power of “evidence” in decision making; to question and contextualize such evidences in a multimodal and integrated scenario, and to understand the challenges that data will pose to education both in terms of unforeseen and hidden effects.","PeriodicalId":90055,"journal":{"name":"Statistics, politics, and policy","volume":"10 1","pages":"123 - 137"},"PeriodicalIF":0.0,"publicationDate":"2017-12-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"87311157","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We explore variations in deliberative quality across economic policy type (fiscal policy, monetary policy and financial stability) and across parliamentary chambers (Commons and Lords) in UK select committee oversight hearings during the 2010–2015 Parliament. Our overall focus is not only to suggest a multi-method approach to the textual analysis of parliamentary data, but also to explore more substantive aspects of parliamentary oversight, such as: (1) the extent to which oversight varies between unelected and elected policy makers; and (2) whether parliamentarians conduct oversight more forcefully or more along partisan lines when they are challenging fellow politicians as opposed to central bank officials. Our findings suggest consistent differences in deliberative styles between types of hearings (fiscal, monetary, financial stability) and between chambers (Commons, Lords).","PeriodicalId":90055,"journal":{"name":"Statistics, politics, and policy","volume":"04 1","pages":"153 - 194"},"PeriodicalIF":0.0,"publicationDate":"2017-12-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"78632428","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

As such, we know little about the mechanisms of diffusion for preemption of atypical policies such as animal regulations that lack a clear economic or ideological motivation. In this article, we propose and test a theory of conditional policy learning to explain the diffusion of atypical policies. We posit that a type of policy learning is occurring here, but that states only look to their neighbors when certain policy specific factors are present in their state. His theory is then applied to examine the dynamics of state adoption of laws preempting local Breed Specific Legislation from 1988 to 2014. Using an exponential model, two policy learning and two conditional learning hypotheses are tested. This study finds that policy learning is occurring through both external and internal pathways. This advances the literature by demonstrating that preemption occurs through the learning mechanism, but this learning effect is conditioned on policy relevant factors within the state.","PeriodicalId":90055,"journal":{"name":"Statistics, politics, and policy","volume":"48 1","pages":"223-247"},"PeriodicalIF":0.0,"publicationDate":"2017-12-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"80895365","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

One potential caveat of web surveys is the absence of an interviewer who controls the interview situation, can motivate respondents and prevent them from satisficing, i.e. answering questions with minimal cognitive effort. While there is evidence for differences between data gathered in interviewer-administered surveys and data from self-administered questionnaires, it has not yet been studied whether the sheer presence of an interviewer affects data quality. The present article addresses this research gap. Based on a recent panel study of young unemployed adults, we compare the results from a completely self-administered web survey with those from interviews which were self-administered but conducted in the presence of an interviewer. In particular, we look for differences concerning drop-out, speed, item-non-response, and item-non-differentiation. While we do find significant differences in drop-out rates, we do not find any evidence for interviewer-absence leading to less diligence in filling in the questionnaire. We thus conclude that the presence of an interviewer does not enhance data quality for self-administered questionnaires, but positively affects completion rates.","PeriodicalId":90055,"journal":{"name":"Statistics, politics, and policy","volume":"18 1","pages":"13 - 28"},"PeriodicalIF":0.0,"publicationDate":"2017-10-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"79911620","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

I evaluate this hypothesis by comparing direct question and list experimental estimates of Trump support in a nationally representative survey of 5290 American adults fielded from September 2 to September 13, 2016. Of these, 32.5% report supporting Trump’s candidacy. A list experiment conducted on the same respondents yields an estimate 29.6%, suggesting that Trump’s poll numbers were not artificially deflated by social desirability bias as the list experiment estimate is actually lower than direct question estimate. I further investigate differences across measurement modes for relevant demographic and political subgroups and find no evidence in support of the “Shy Trump Supporter” hypothesis.","PeriodicalId":90055,"journal":{"name":"Statistics, politics, and policy","volume":"14 1","pages":"29 - 40"},"PeriodicalIF":0.0,"publicationDate":"2017-10-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"78874646","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The sampling frame was constructed from telephone directories and automobile registration lists, and the survey had a 24% response rate. But if information collected by the poll about votes cast in 1932 had been used to weight the results, the poll would have predicted a majority of electoral votes for Roosevelt in 1936, and thus would have correctly predicted the winner of the election. We explore alternative weighting methods for the 1936 poll and the models that support them. While weighting would have resulted in Roosevelt being projected as the winner, the bias in the estimates is still very large. We discuss implications of these results for today’s low-response-rate surveys and how the accuracy of the modeling might be reflected better than current practice.","PeriodicalId":90055,"journal":{"name":"Statistics, politics, and policy","volume":"49 1","pages":"65 - 84"},"PeriodicalIF":0.0,"publicationDate":"2017-10-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"81734291","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
