He is now Chief Case Analyst, Clemency Board Section, Correction Branch, Adjutant General's Office, Department of the Army, Major, Medical Service, in the Officer Reserve Corps, and lecturer in correctional programs for juvenile and adult offenders at the School of Social Service, Catholic University of America. Mr. Hoefer, Doctor of Laws, University of Berlin and L.L.M., Harvard Law School, is a member of the District of Columbia Bar. He has been active in criminal law administration and penology for more than 10 years, has published a book on comparative probation legislation and several articles on prisons and penal law. He served in the U. S. Army from 1942 to 1945, and is now a Case Analyst in the Correction Branch, Adjutant General's Office, Department of the Army. Kirk, Professor of Biochemistry, University of California Medical School, has engaged in extensive research in the techniques of hair identification and differentiation. Several of his papers on these studies have appeared in this Journal. In this present article Professor Kirk and associates describe a simple method for casting hairs which may well lead to further criteria in differentiating between hair specimens. Stanley Magagnose is a graduate of the University of California and was a. student in micro-chemistry. Pavlovsky has been engaged in legal photography and related scientific investigation in European crime laboratories and has published a number of papers in foreign scientific journals. After studying at the Technological Institute of Kiev (Ukraine) where he received degrees of B.S. in Chemical Engineering and of Candidate of Chemical Science, he joined the staff of the Kiev Institute of Scientific Criminal Investigation in 1935 where he served until the German occupation in 1941. From 1945 to 1947, when he came to this country, he was a scientific assistant in Legal Chemistry and Photography at the Institute of Legal Medicine of the University of Heidelberg.
