IT-enabled systems have ushered in a new era of digital transformation of traditional ways of functioning of citizen service deliveries in the country. Governance, thus, has found a new meaning through the currency of digital change. Services which earlier were exploited as reserved for privileged and classy people have become available for common citizens without any rent-seeking or exploitation. The most important factor associated with digital transformation is nothing but access to information and transparency. Every service has now a trace, a link and a face, which can be analysed at a later stage to provide the efficacy of the system and certain room for improvement. Having said these, it may not be concluded that there are no challenges and stumbling blocks on the way of e-governance, ‘digital divide’ being the most prominent challenge in the way of bigger mandate to reach out to all the citizens by the state. However, growing Smartphones and falling data rates have enabled substantial part of the citizens to avail digital services rendered by the state. Even though the common service centre has been operating for quite some time efficiently and effectively, some important challenges have been flagged in the article. Such a transformation was impelled by the epistemic rupture that it experienced, owing to the coming of the values of post-Enlightenment Modernity after the advent of the era of colonial transition. However, the emergence of the idea of South Asia, which is inherent with deep-seated sociocultural cleavages, cannot merely be explained by according a singular monovalent emphasis on the role of imported values of European Enlightenment. Rather, it is crucial to locate such a transformation in the context of the contribution of the native intellectual response to the arrival of the values of European Enlightenment. The study pursues content analysis method for theoretical treatment of knowledge produced from studying secondary sources of literature. Imitating the context, the concept of trust is clarified first, and then dimensions of trust are arranged under two broad heads: institutional trust and social trust. And then follow the analyses and the subdivisions thoroughly. A compendious model is suggested with possible solutions for public trust in government. Explanations claim that aggregation of institutional trust, that is, political, administrative and social trust, might build an array of trustworthy governance, though adequate pertinent literature are not easily available. However, this greatly impacts the changing circumstances of uncertainty and ambiguity. Intuition offers a viable way forward by integrating it with rational thinking and decision-making. It has a scientific basis and can be developed as a skill. It has been found to be helpful to point out the way forward dealing with uncertainty, recognising patterns and handling information overloads. The challenge lies in how to harness this skill. Although the groundwater boom has provided numerous advantages, it has also created a slew of intractable problems in terms of overexploitation and resource depletion, leading to the emergence of a groundwater crisis. Although there exists a policy structure to address these concerns, India’s legal framework for groundwater governance and management is complex and multi-layered, with constitutional and statutory provisions of both the Central and state governments. The present article aims to explore the nuances of groundwater governance in India from legal and institutional perspectives in an integrated manner. The paper analyzes the National Response Framework (NRF) in the U.S. and its role in disaster response coordination. A network perspective is utilized to understand functional coordination based on the emergency support functions (ESFs), and to evaluate the role of the NRF in coordinating disaster response at the federal level. Based on the roles and coordination structures defined by the ESFs, interorganizational networks and affiliation networks are presented in the paper. The challenge is to create continuous learning processes for communities that include participants at diverse levels of knowledge, skill, vulnerability, and commitment to reducing risk not only for themselves, but for the whole community. To investigate the problem of collective learning under stress, we analyzed processes of organizational learning in the operational context of Taiwan over a series of extreme events, 1999-2020. While collective learning did occur in Taiwan, it is not clear that sustainable management of novel risks has been achieved. The painful experience of the MERS virus in 2015 pushed Korean society to improve the capacity of both health and quarantine systems. Korea’s initial response to COVID-19 stems from learning in both the civil society and government sectors. The experience of MERS created a social learning space for Korean society at large and an opportunity for institutional learning for the government. Social learning encourages good citizenship, the development of social capital, and community innovation, all of which help people respond nimbly to a viral epidemic.
