El marco de analisis presentado sugiere que cuando la tecnologia es adoptada a gran escala por la sociedad, se convierte en parte del marco institucional y organizativo del Estado, por lo que el propio Estado puede impedir o reproducir problemas sociales como la pobreza a traves de ella. En este sentido, se concluye que se requieren analisis institucionales de los Estados que permitan coadyuvar en la construccion de capacidades para promover la apropiacion social de las TIC y disminuir problematicas sociales como la pobreza EnglishThis article aims to present a theoretical approach to the role of the Mexican state in the social appropriation of information and communication technologies (ICTs) and the reduction of poverty, as part of a broader research whose objective is to empirically analyze that role. The framework of analysis presented suggests that when technology is appropriated on a large scale by society, it becomes part of the institutional and organizational framework of the state, and because of that the state itself can prevent or reproduce social problems such as poverty through it. {"title":"Gobernabilidad en las zonas metropolitanas mexicanas. El caso de Puerto Vallarta","authors":"E. For that, we analyze the scope of the coordination contract agreed eight years ago by the three government orders. The pertinence of this work is that it contributes to the studies of the metropolitan governability in the country, starting from a case study which is characterized by an economic, demographic and urban dynamism. The results of this exploratory research are that the obstacles to effective metropolitan management have been stronger, despite the participation of several important actors. It makes a balance of the benefits attributed to its implementation, as well of the existing economic and political conditions that move towards the universalization of social welfare in the country. The evidence shows disappointing results: the financial situation of the institutes remains precarious, their coverage is limited, and pensions represent a quarter of the average salary quoted. Progressively, it traces the –primarily political– processes that explain this indigenous revival, and discusses the de facto and de jure pathways that led to the construction of these indigenous communities and the demand that their right to autonomy to be respected. Also, the existing tensions and contradictions and the political status of the Supreme Indigenous Council of Michoacan (CSIM), which brings together over thirty communities, are discussed. {"title":"La desaprobación del Gobierno mexicano. Más que ineficiencia","authors":"Héctor Gutiérrez Sánchez","doi":"10.32870/ESPIRAL.V25I72.6384","DOIUrl":"https://doi.org/10.32870/ESPIRAL.V25I72.6384","url":null,"abstract":"This paper puts to test the hypothesis that Mexican citizens are dissatisfied with its government because it has not fulfilled expectations, mainly in regard to economy and security, since political discontent with Mexican government has become a problem for democracy in this country. Using data from the Latinobarometro, it was found that those with worse opinions of economy and security are actually those who held the worse opinion of the government. However, this relationship did not appear when real economic and security data were considered instead of the perception of these, so qualitative interviews were conducted, and it was found that citizens have a moral expectation of their officials that seems to determine their opinions and expectations. From this case, we argue on the one hand that political networks allow and accelerate the functioning of the State, since through them national social programs reach their recipients, but on the other hand, they limit the programmatic objectives. The presumed benefits of this practice are considered –improving internal party life and ordering the party system, evaluating its functioning in all the elections since its incorporation and comparing the results to ascertain the evolution of its implementation. We note that these benefits have not been obtained so far, particularly in Argentina, where the incorporation of this mechanism was based on contradictory principles with antagonistic points of view about political parties which only hinders a rightful appraisal of them. The account of the event and the comments posted by users of the websites regarding the news are incorporated, and through critical discourse analysis, it is clarified how gender violence caused by stereotypes, prejudices and beliefs about the idealization of women and the prevailing impunity for the scheme of institutional justice come together. Finally, general intervention strategies are proposed to reduce cases of lynching.
