Using 288 Asian film reviews, this paper reveals that critics tend to draw U.S. comparisons for films in culture-neutral and multiple genres that have been recently released in the U.S. In addition, this study reveals that critics use home comparison strategy more often than foreign comparison strategy on a large pool of prior home films in the U.S., while home comparison strategy is used more often on recently released films in the U.S. This suggests that critics\" comparison strategies are mainly influenced by such factors as genre, multiplicity of genres, prior release of home films in the U.S., and recency.","PeriodicalId":84572,"journal":{"name":"Development and society (Soul Taehakkyo. Democracy cannot survive without accountability, but in transitional democracies the formal accountability mechanisms associated with democratic governance are typically ineffective. “Horizontal accountability” in the form of check-and-balance mechanisms between various state institutions usually does not function well due to the poor capacity of state institutions. “Vertical accountability” through general elections very often fails to bring state actors to account. In such circumstances, we should not be surprised that corruption becomes endemic. In order to reduce corruption, therefore, emerging democracies need far-reaching political reforms to develop sound systems of accountability. But because many state and business actors represent groups with a vested interest in corrupt activities and which generally resist reform initiatives, this article proposes that initiatives for such reform are best generated by organisations based on political movements within the broader community, namely ‘civil society organisations’.","PeriodicalId":84572,"journal":{"name":"Development and society (Soul Taehakkyo. According to public journalists who candidly express their subjective opinions and contentious arguments in news reporting, the journalistic norm of objectivity has been blamed for causing public cynicism because it deteriorates civic participation. Focusing on the 2008 mad cow disease upheaval, an experiment was conducted to determine whether or not objective reporting actually inhibits political participation and whether or not a news article reinforcing a specific position promotes civic engagement in the candlelight protest. College students were recruited and given two types of news articles as experimental stimuli to measure their attitude towards political protest. The result indicates that the impact of news article types on the subjects’ intention to participate depends on their level of conversation with fellow citizens. For subjects who conversed frequently with others on the issue, the objective article enhanced their intention to participate in the protest. The reinforcing article enhanced participation among those who had a low level of conversation with fellow citizens. In this study, acculturation is measured by both English proficiency and personal comfort in the mainstream cultural comfort, while four indicators are used to measure work values: the subjective evaluation of the nature of the work, both perceptions of occupational status and self-development, and the consideration of quitting the current nail job. Using a sample of 312 responses, this study shows that nail care workers have evaluated the nature of the nail care work less devalued as they experience improvements in English proficiency and cultural comfort. Second, this study also supports that cultural comfort plays a positive effect on their perception of nail care work as an employment sector in a upper-middle or upper occupational status. Moreover, there is evidence that more cultural comfort tends to lower their intention of quitting the nail care job. In this context, intensification of labor polarization has produced growing concerns over the solidarity crisis faced by the labor movement in Korea, which reveals serious weaknesses in internal and external solidarity requiring rectification in order to overcome labor polarization. Internal solidarity of the labor movement in Korea has been weakened by union members’attitude of self-interest toward job security and economic gain, by fragmented co-worker relations, and by intensified competition among activist factions for political power within unions. The most crucial factor constraining external solidarity of the Korean labor movement is the legacy of enterprise unionism, which has produced differentiated interest structures between organized and unorganized workers, while hindering the two worker groups from fostering a common ground of union activities and political vision. Reflexive leadership of labor movement, substantiation of industrial unionism, and fostering of communitarian activism are recommended for revitalizing labor solidarity.","PeriodicalId":84572,"journal":{"name":"Development and society (Soul Taehakkyo. Drawing from the 1998 New York and the 2004 IIMMLA surveys as well as forty follow-up in-depth interviews (selected among the 1998 New York survey participants), the study finds that second-generation Korean Americans are attaining high levels of education similar to the educational attainments of their immigrant parents. A high proportion of second-generation Korean Americans also attend elite high schools and colleges, giving the impression of them as model minorities. Closer analysis, however, suggests a more complex dynamic at work, one that involves Korean immigrants’selective educational and occupational background and the particularities of adolescent life. School-related factors, especially teachers’expectations, peers, and degree of socializing, have considerable impact, both positive and negative, on the educational attainments of second-generation Korean Americans.","PeriodicalId":84572,"journal":{"name":"Development and society (Soul Taehakkyo. Although it is still a very useful measure, it was not designed to capture the social aspect of development. Accordingly, multiple attempts are being made to come up with a supplementary, or alternative, measure of social progress. As one such attempt, we focus on the concept and accompanying indicators of social quality originally devised by European scholars. Although social quality is a solid theoretical construct, we find that there are ambiguities when it comes to empirical application to the real world data. Analyses of data across 34 mostly OECD countries reveal that a modified concept and accompanying indicators better survive the reality check, but still consistent with the original concept of social quality. Using this modified set of indicators, we show the relative performance of these countries and suggest that there are three different types of social quality regime.","PeriodicalId":84572,"journal":{"name":"Development and society (Soul Taehakkyo. The first is to discuss three related views on the ethnocentric bias in the comparative studies of social welfare. The second objective is to demonstrate how these views can increase our understanding of the pluralistic ways in which non-western societies organise social welfare. Two analytical tasks are carried out. The first is to discuss the studies focusing on welfare regimes, cultural sensitivity of social welfare and the double attachment strategy used by governments to organise social welfare. These studies provide theoretical foundations of the three views on the ethnocentric bias. The second analytical task is to discuss the pro-market welfare reforms in Hong Kong. The two governments advocate sustainable development and green growth, respectively, as their national development paradigms, and strategies, laws, and organizations were developed to realize their goals. This research analysis reveals that the Roh administration perceived and reflected the concept and the importance of governance into its own policy framework while the Lee administration has not. The Roh administration perceived civil society as the subject of governance and policy process whereas the Lee administration perceives it as the object. In conclusion, the Roh administration can summarily be described as non-authoritarian with civil societycentered governance that pursues sustainable development, while the Lee administration is authoritarian with token state-centered governance that pursues green growth. This difference results from the difference between the nature of development discourse, principles of government management, perception of governance, leadership style and values, and the support basis of each government.","PeriodicalId":84572,"journal":{"name":"Development and society (Soul Taehakkyo.
