According to the Guizhou Daily dated June 22 reaching here Wednesday, party officials at Zhijin City who were supposed to see that couples were not to have more than 1 child failed to enforce this limit and consequently the rate of natural population increase in the area had become the highest in the province. When the provincial government criticized the officials, they hastily conducted self-criticism and more than 100 of them underwent vasectomy or tubal ligation in May, the paper said. The mass sterilization prompted more than 1700 married people to undergo similar surgery in a span of only 40 days, according to the Guizhou Daily. The strict birth control measures enforced by the Chinese Government have caused some resentment among the farmers. Recently, a group of farmers attacked a party official who tried to force a pregnant woman to undergo abortion, seriously injuring him. The husband, Lu Yutang, deputy chief of the public prosecutor's office in the same county, was ordered to receive sterilization surgery. In addition to the punishment, the county Communist Party committee harshly reprimanded the couple for having ignored the party's urging that an abortion be carried out, the paper siad. Both the husband and wife had their salaries cut, it said. The couple had 2 girls before the wife gave birth to a son last November despite the local party leadership's repeated persuasion for an abortion, the local paper said. Some 1,466,000 couples have insured that they will only have 1 child, accounting for 78.8% of the couples of childbearing age who presently have only 1 child. Although the province was facing a peak birth last year, the natural population growth rate actually fell to 6.7/1000. The population growth rate in Mianyang Prefecture has greatly decreased. The population growth rate has now fallen below 5/1000 in 62 counties, municipalities and districts. Mianyang is the largest prefecture in Sichuan. Last year its natural population growth rate fell to 3.5%.
