Even bigger is its participation in the markets for eggs and milk. Both these products are scale intensive and large production capacity consolidates their natural competitive leadership. Regions within the state develop certain specialization advantages, but Lagos de Moreno is by far the most important and diversified over poultry and cattle (milk). This region has accumulated scale and agglomeration external economies over the years, going beyond the originally based resource advantages in eggs and milk. Public policy has to take into account these regional disparities, recognizing Lagos and La Barca as “best practices” in the consolidation of competitive clusters that may show the road for other regions still trailing behind. The analysis of border interstices will show us that the \"crisis dispositif\" (Signorini 2021) has promoted and justified emergency solutions, weakening the entrenchment of a \"culture of asylum\" (Ibid.). At the same time, the histories of migration crisis management tell us that these dynamics of power and control are not passively endured; refugees and civil society activate practices of de-bordering that allow them to overcome invisibility and immobility (Pinelli 2014), creating spaces of resistance and creative production. {"title":"Gracias a Dios: fronterización y aumento de los costos y riesgos de la migración en el departamento de Huehuetenango, Guatemala","authors":"Álvaro Napoléon Armas Lucas, Daniel Villafuerte Solís, Rodrigo Megchún Rivera","doi":"10.32870/cer.v0i132.7878","DOIUrl":"https://doi.org/10.32870/cer.v0i132.7878","url":null,"abstract":"The article describes and analyzes the relatively recent emergence of a migratory route in the department of Huehuetenango, Guatemala; one that ends at the border point of Gracias a Dios. As the text proposes, this as a product of the frontier process of the Central American country; represented by the increase in the controls, persecution and criminalization of undocumented migration, as well as in the rigors and risks that increasingly accompany the practice. The questions that the article implicitly addresses are: how have some of the main actors in migration (particularly “coyotes”) responded to the increase in frontier process? What are some of the economic effects and perceptions in the study locality (Gracias a Dios), as a result of the deployment of a migratory intermediation industry? What are some of the consequences of the political and economic transformations that currently characterize undocumented migration (its increasing persecution and cost) for migrants? The concept that we propose is that of frontier process, understood as the establishment, deployment or hardening of legal, procedural and even physical fronts, in the face of different flows such as migration. Which allows us to recognize that borders are mobile and historical. Some of the findings of the article are that in the framework of the legal persecution of \"illicit traffickers of persons\" in Guatemala, \"coyotes\" or \"polleros\" have assumed managerial functions; at the time that the figure of the \"guide\" has emerged in the accompaniment of migrants. As a corollary, the tightening of immigration laws has only made migration mediation more flexible and widespread. That is, the self-assignment by government personnel of the decision, and the consequent treatment, of which population sectors can live and persist, and which can be separated, detained, eliminated. Consistent with the analysis by Mbembe (2011 [2006]) and Foucault (2006 [1978]), the article argues that necropolitics of migration is part of a broader necropower of segregation, exclusion, and exploitation of the migrant population. Likewise, it is argued that irregularization and the deployment of borders are some of the main mechanisms that enable an exclusive treatment of migrants. The call, disseminated on various websites and YouTubechannels, targeted a German-speaking citizen disenchanted with the migration policies takenby the European Union regarding refugees, and in search of a more 'natural' life.The arrival of the Covid-19 pandemic was used to emphasize the need to migrate: Paraguayoffered fewer restrictions on movement and vaccination was not mandatory. Since then,migration to Paraguay has intensified.This study responds to how inequalities are represented in times of pandemic crisis in thecontext of a European migration project to Paraguay. To answer this question, I frame thistype of migration in what is called "lifestyle migration" (Benson and O'Reilly, 2009) that assumes a degree of privilege in migrant subjects and is built on colonial imaginaries. At the same time, a series of processes have emerged on the international scene that have given rise to the Global Compact on Migration and the Pact for Refugees, which concentrate provisions that seek to guide and motivate apparently more suitable responses to the countries involved in these high-mobility scenarios migratory. These components have become an important part of the discourse of the current Mexican federal public administration (2018-2024) on the attention and management of migratory flows. {"title":"Trabajadores temporales en los Estados Unidos y Canadá: Flujos migratorios y condiciones laborales, 1974–2015.","authors":"Luis González Laraiza, Karen Prend","doi":"10.32870/cer.v0i132.7880","DOIUrl":"https://doi.org/10.32870/cer.v0i132.7880","url":null,"abstract":"This paper analyzes the migration flows and labor conditions of temporary migrants from Mexico on H-2 visas to the United States and those participating in the Seasonal Agricultural Worker Program (SAWP) in Canada. We will use the foundations of the Mexican Migration Project (MMP) to analyze the determinants of the first trip to each country on work visas, the labor and financial conditions of their last migratory trip, and the factors that contribute to the amount they send in remittances and the amount of savings with which they return to Mexico at the end of the work season. Our results indicate that the temporary worker population comes from rural areas, but that migrants with H-2 visas enjoy higher wages and shorter workdays compared to those who participate in the SAWP. However, the annual workdays for both groups of labor migrants are similar in cumulative work hours.
