The conferences were held at Solomons, Maryland, and became known as the Solomons conferences. The first conference, sponsored by the Environmental Protection Agency in May 1991. consisted principally of the sharing of ideas and experience with regard to agency information dissemination programs. The second conference, sponsored by the Department of Agriculture in November 1991, concentrated on the question: under what conditions should the public have online access to federal computers? An outcome of the second Solomons conference was a working draft policy framework on public access to government electronic information. In July 1992. the author sponsored a public/private sector dialogue to critique the draft policy framework. The dialogue addressed questions such as: Who is(are) the public(s)?; security controls and public access: value enhancement in the public sector; user charges and restrictions on redissemination; and networks and public access. The public/ private sector dialogue served as input to the third Solomons conference, sponsored by the Department of Commerce in September 1992. While there is much development work being done currently, two key influences on the activities stand out. Firstly, there has been a tremendous change because of technological advancement in data accessibility. Secondly, there has been an awareness by librarians that either legislation will have to replace guidelines in the distribution of documents orthat the present guidelines must be strengthened and enforced properly. Daniels","doi":"10.1016/0277-9390(93)90109-3","DOIUrl":"10.1016/0277-9390(93)90109-3","url":null,"abstract":"<div><p>During the first decade of its postwar existence, French television suffered only minimal control by the governments of the Fourth Republic, which focused their surveillance primarily on radio. The Algerian crisis provoked greater censorship. De Gaulle was the first to recognize the potential of television as a tool to attain his political objectives for the newly created Fifth Republic. He exploited it for every major issue facing his presidency. Under his presidency the R.T.F. became the O.R.T.F. and was officially acknowledged as a government monopoly. During the 1960s, strict measures of control and secret censorship were established. The events of May 1968 eventually resulted in the end of De Gaulle's presidency and the liberalization of French television from draconian surveillance. The respite was brief, however. By the spring of 1972 criticism of the O.R.T.F. was beginning to come from all quarters. Responsible for assessing and reconciling data users' interests across the nation, but attaching priority to its constitutional mandate and the statistical needs of federal agencies, the Census Bureau has undertaken research and development for the next census at the earliest point ever in a decennial cycle. The crossroad is formed by the intersection of a myriad of data applications, on the one hand, and a complex of technical and operational concerns, on the other. This paper presents an overview of the data uses of recent censuses, focusing upon 1990. Will it be the last of its kind?
