The major problem lies with the official indexes, which lack acceptable subject classification. This paper analyzes some of the problems confronted and resolved in creating a subject catalog of parliamentary papers relevant to the needs of modern historians, while not losing the criteria required in correct citation of such documents. The paper explains how the list of subjects created in the catalog was made, how titles were shortened and arranged, and how serial publications were treated. {"title":"Enhancing access to NTIS information through libraries","authors":"Harold B. Shill","doi":"10.1016/0277-9390(93)90036-O","DOIUrl":"10.1016/0277-9390(93)90036-O","url":null,"abstract":"<div><p>As the U.S. federal government's central repository and clearinghouse for scientific and technical information (STI), the U.S. National Technical Information Service (NTIS) can contribute significantly to American competitiveness and to domestic economic development. However, during the 1980s repeated Reagan administration attempts to privatize the agency and other operational factors impaired the ability of NTIS to fulfill this role.</p><p>One of two 1988 laws prohibiting NTIS privatization (the National Technical Information Act) provided for the appointment of a five-member advisory board. Since its initial meeting in April 1991, the NTIS Advisory Board has made a series of recommendations to encourage equipment modernization, mandatory deposit of STI from federal agencies, appropriations support, and greater access to and marketing of NTIS reports. In this paper, the author, as a member of the Advisory Board, presents a possible strategy for enhancing access to and use of NTIS information through libraries. {"title":"Philip Lee Phillips and the growth of the library of Congress map collection, 1897–1924","authors":"Charles A. Seavey","doi":"10.1016/0277-9390(93)90004-9","DOIUrl":"10.1016/0277-9390(93)90004-9","url":null,"abstract":"<div><p>Although not established until 1897, the map collection of the Library of Congress (LC) by 1924 had already become the largest in the world. Philip Lee Phillips, the first chief of the Hall of Maps and Charts was in charge during this period of rapid growth. This article presents biographical data on Phillips and explores the causes of the growth of the collection. Factors discovered to be responsible for the large numerical growth of the collection include the operation of the copyright law and LC's dual role as the <em>de facto</em> national library and as a federal agency in proximity with the map producing agencies of the United States government. While not primarily responsible for these factors, Phillips took advantage of the opportunities they presented.
