Children aged between 6 and 10 years made road-crossing decisions in a simulated road environment in which time gap and speed of approaching vehicles were manipulated. Functional performance was examined using a range of tools designed to assess cognitive, perceptual, attentional and executive functioning. Parents also provided information on physical activity, exposure to traffic and road safety education. The results suggest that children predominantly made decisions based on distance gap and that younger children (6-7 year olds) were 12 times more likely than older children (8-10 year olds) to make critically incorrect (or unsafe) crossing decisions. Factors found to be associated with incorrect crossing decisions included lower perceptual, attentional, cognitive and executive performance, and independent travel. There were no gender differences associated with incorrect crossing decisions. This study has used a novel and safe way to identify 'at risk' groups of children and the findings have been used to develop and evaluate a practical educational and training program aimed at improving essential skills and strategies to cross roads safely amongst 'at risk' children.</p>","PeriodicalId":80490,"journal":{"name":"Annual proceedings. This study reports on an effort to evaluate and interrelate a basic set of 16 laws directed at younger than age 21 youth that are designed to (a) control the sales of alcohol to youth, (b) prevent possession and consumption of alcohol by youth, and (c) prevent alcohol impaired driving by those younger than age 21. The first objective of this study was to determine whether there was any relationship between the existence and strength of the various underage drinking laws in a State and the percentage of younger than age 21 drivers involved in fatal crashes who were drinking. After controlling for various factors, the only significant finding that emerged was for the existence and strength of the law making it illegal for an underage person to use fake identification ( p <0.016). The second objective was to determine if the enactment of two of the sixteen provisions (possession and purchase laws) was associated with a reduction in the rate of underage drinking driver involvements in fatal crashes. Analysis of variance (ANOVA) showed that there was a national 11.2% reduction ( p <0.05) in the ratio of underage drinking drivers to underage non-drinking drivers in fatal crashes after the possession and purchase laws were adopted in 36 States and the District of Columbia (DC). This suggests that the two mandatory elements of the Federal MLDA 21 law are having the desired effect of reducing underage alcohol-related highway deaths.</p>","PeriodicalId":80490,"journal":{"name":"Annual proceedings. It comprises 7 variables including age, collision type, impact location, airbag deployment, steering wheel deformity, intrusion, and restraint use. A cutoff value of 7 or 8 provides the maximum balance between sensitivity and specificity, with sensitivities of 75% to 83% and specificities of 29% to 46%. For cases triaged to the trauma center based only on high suspicion of injury, the SceneScore reduces the overtriage rate by almost half. Proper application of the SceneScore may lead to improved triage and enhanced communication of mechanism of injury criteria.</p>","PeriodicalId":80490,"journal":{"name":"Annual proceedings. Restraint systems tested included both 1) LATCH and 2) rigid ISOFIX with support leg designs. Many parents did not know when a child was likely to outgrow a booster seat nor the weight of their child, but they did know the child's age. Anthropometric data show that, if advice on restraint transition, given solely in terms of age (6 months, 4 years, 8 years) were followed in Australia, incorrect restraint selection would occur in 5% of children under the age of six. Further analysis suggests how rewriting the Standard could reduce this number. We present an argument for placing age-based transitions at the heart of the strategy to improve child restraint compliance. This may be superior to one based on the child's weight or other anthropometric measurement. Our argument may be summarized as follows: 1 Age-based rules for selecting child restraints are simple, require less information to be retained, and might be more natural criteria for parents. They might have a greater chance of being adopted as norms, and of encouraging good peer cues. Anthropometric rules, on the other hand, assume that parents know the current dimensions of their children and have the tools at their disposal to measure these dimensions. 2 The consequences of age-based promotion for the proportion of children in a restraint suitable for their weight can be estimated for alternative regulatory frameworks. We will report such Calculations below and show that this rate can potentially be very high. The rate would be even higher if child restraint design standards were drafted with age-based transitions in mind. Age-based transitions imply restraint specifications (weight and height limits) that can be determined from anthropometric survey data. 3 Such standards would necessarily imply overlapping anthropometric ranges for the different types of restraint. However, we emphasize that these overlaps would exist to facilitate age-based transitions, not to feature in publicity advising on the correct selection of child restraints. Under such a regime, promotion is driven by what information is readily usable by parents, and ceases being consequential to the standards-setting process. In support of this argument we shall report a survey of restraint use among parents of pre-school and school aged children, and an analysis of the weights (or other dimensions) of children that provides a technique for estimating how well age-based transition could work. The remainder of this paper is divided into sections covering the survey and the anthropometric study. To estimate societal injury cost savings we compared tow-away crash outcomes for children ages 0-4, traveling in child seats in the back of passenger vehicles in 1984-1986 vs. 1999-2005. Both injury frequency and severity were compared and entered into the calculation of mean injury costs. To analyze the economic benefits of child safety seat misuse reduction programs and vehicle and seat design improvements for children sitting in rear seats of passenger vehicles, we compared outcomes of tow-away crashes for children ages 0-4 traveling in a child safety seat in two different multi-year time periods: 1984-1986 and 1999-2005. We chose 1984-1986 as a baseline as those years featured large, high-quality samples of crash data during the time period before the ongoing misuse of child seats was recognized as a public policy problem. Little is known, however, about the experience of children exposed to this technology in real world crashes. Therefore, the objective of this study was to determine the prevalence of SAB exposure in children and provide estimates of injury risk among those exposed. This study utilized data from the Partners for Child Passenger Safety study, a large-scale child-focused crash surveillance system, to identify a probability sample of 348 child occupants, age 0-15 years, weighted to represent 6,600 children, in vehicles of model year 1998 and newer, equipped with SABs, in side impact crashes from three large U.S. regions between 1/1/05 and 12/31/06. In the study sample, 27 children per 1000 children in crashes were exposed to a deployed side air bag. Over 75% of these children were seated in the rear seat and 83% were exposed to a head curtain SAB. 65% of those exposed were less than 9 years of age. Of those exposed, 10.6% sustained an AIS2+ injury; all injuries were of the AIS 2 level and limited to the head or upper extremity. This paper provides the first population-based estimates of the exposure of children to SABs. Initial experience suggests that the risk of injury is fairly low with only one in ten sustaining injury - none of which were serious or life threatening. These findings offer assurance that efforts by regulators and the automotive industry to minimize negative consequences from SABs to vulnerable occupants appear to be effective and cause no change in the current recommendation of safe seating for children next to SABs.</p>","PeriodicalId":80490,"journal":{"name":"Annual proceedings. The standard was recently modified to require two separate 56 Kph frontal tests. In one test the dummies are 50% males. In the other test, the dummies are 5% females. Analysis of crash test data indicates that the 56 Kph test does not encourage technology to reduce chest injuries in lower severity crashes. Tests conducted by Transport Canada provide data from belted 5% female dummies in the front seats of vehicles that were subjected crashes into a rigid barrier at 40 Kph. An analysis of the results showed that for many vehicles, the risks of serious chest injuries were higher in the 40 Kph test than in a 56 Kph test. This paper examines the benefits that would result from a requirement for a low severity (40 Kph) frontal barrier crash test with two belted 5% female dummies and more stringent chest injury requirements. A preliminary benefits analysis for chest deflection allowable in the range of 28 mm. to 36 mm. was conducted. A standard that limits the chest deflection to 34 mm. would reduce serious chest injury by 16% to 24% for the belted population in frontal crashes.</p>","PeriodicalId":80490,"journal":{"name":"Annual proceedings. In this study, occupant-to-belt interaction was simulated using a modified MADYMO human model and finite element belts. Quasi-static tests with volunteers and dynamic sled tests with PMHS and WorldSID were used for model validation and comparison. Parameter studies were then undertaken to quantify the effect of impact direction, seat belt geometry and pretension on occupant-to-seat belt interaction. Results suggest that lowering the D-ring and increasing pretension reduces the likelihood of the belt slipping off the shoulder. Anthropometry was also shown to influence restraint provided by the shoulder belt. Furthermore, the belt may slip off the occupant's shoulder at impact angles greater than 40 degrees from frontal when no pretension is used. However, the addition of pretension allowed the shoulder to engage the belt in all impacts from 30 to 90 degrees.</p>","PeriodicalId":80490,"journal":{"name":"Annual proceedings.
