It also specifies the integration of technical analysis with public involvement and political decision making. This paper suggests one planning process which can embody these difficult concepts. The process can be visualized as a series of four Decision Points at which the Governing Body of a Health Systems Agency takes action. Each Decision Point is supported by a staff Analysis which provides the decision makers with the best possible information about the area's health status and health system.</p>","PeriodicalId":76886,"journal":{"name":"American journal of health planning","volume":"3 1","pages":"24-35"},"PeriodicalIF":0.0,"publicationDate":"1978-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"21178656","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It assumes that the reader knows most of the details of Public Law 93-641 and its current status of implementation. The author discusses a few of the issues most central to the future of the program, provides a point of view on those issues, and invites response from the planning community to these and other issues. Health Systems Agencies (HSAs) have, in general, not taken advantage of management information systems (MIS) which might assist them in obtaining such data, perhaps because of cost or because of fear of burdening professionals with too much record keeping. Yet, performance categories mandated for HSAs provide an excellent base on which to build a simple, flexible MIS. The HSA of Western New York (HSAWNY) has installed an MIS, one component of which is a time reporting system for professional activity. This article discusses the purposes of the system, the analysis leading to its design, the input coding requirements, the output reports, uses for the output, the developmental and operational costs, the difficulties with system development and operation, and suggestions for further action.</p>","PeriodicalId":76886,"journal":{"name":"American journal of health planning","volume":"3 1","pages":"7-13"},"PeriodicalIF":0.0,"publicationDate":"1978-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"21178660","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
