Travel time and acoustic Doppler sensors are being evaluated. Each current sensor is equipped with a small, low power acoustic transmitter that transfers compressed data from the instrument to a receiver located below the euphotic zone (nominally at 500-m depth). The acoustic receiver forwards these data to an array of up to 10 expendable data capsules. In a typical scenario a capsule would release every 6 months over a 5-year deployment interval. Each capsule contains 4 Mbytes of solid-state memory and an Orbcomm transceiver, which transfers the data via satellite as the capsule drifts away from the mooring. The initial deep ocean test of the ULTRAMOOR prototype will be conducted from July to November 2000 offshore Bermuda. Technological advances in sensors, signal processing, and computational power allow sonar operators to collect an overwhelming amount of data, generating highly cluttered displays. Consequently, operators are burdened with the need for more training and experience to achieve the desired level of performance. The sonar system itself is traditionally designed to maximize signals in the presence of noise, while the operator must use training and experience to efficiently detect and classify objects of interest. In current operations, the AUVs positional fix is initially obtained on the surface from a global positioning system (GPS) receiver. The AUV then submerges to perform the desired mission. While submerged, location/navigation is performed using, at a minimum, an inertial navigation system (INS). Depending on the sophistication of the AUV, Doppler velocity sonar (DVS) might be combined with a multi-state Kalman filter (KF) to perform position estimation. The estimates from the INS and the DVS/Kalman filter estimator are combined to provide a robust estimate of location. Because the KF is model based, there is a likelihood that over time the divergence of the KF may increase since the true motion of the AUV does not match the modeled motion. At that point the AUV must surface to obtain another set of absolute position coordinates from the GPS before being able to continue its mission. Depending on the duration of the mission, this process may need to be repeated several times, which unnecessarily uses battery/power resources. By combining a database which contains sonargrammetric, terrain matching, and image registration information, with the standard navigation instrument suite, the accuracy of positional estimates could be maintained over a longer duration. This device is called a \"HullCom\" Acoustic Modem Unit (AMU). The initial purpose for the development was wireless data transmission on Volunteer Observing Ships (VOS). VOS offer a very attractive platform for meteorological and oceanographic measurements over much of the global oceans. Many VOS are fast container ships whose operators seek minimal time in port. There is not enough time to install cables and in addition, these ships are sold frequently in order to match the ship capability to contracted loads (thereby making cables unusable). In addition, installing cables on ships can be more expensive than the cost of the custom electronics described in this paper. The device consists of two sets of equipment, a local AMU (AMU-L) in an accessible place such as the main deck and a remote AMU (AMU-R) in a non-accessible place such as a sea surface temperature instrument mounted inside the hull near the waterline. Each AMU consists of an acoustic transducer, acoustic transmit and receive electronics, battery power and a controller. The acoustic portions of the AMU were designed and fabricated by Harris Acoustic Products and the controller was designed at the Woods Hole Oceanographic Institution. The acoustic portions of the AMU are based on early work by SeaBeam Instruments Inc on a \"Hull Phone\". The \"Hull Phone\" uses a voice modulated carrier frequency to provide communications in ships that do not have working standard communications due to damage or other circumstance. The translation from voice to a digital frequency shift key data signal is straight forward. Establishing an acoustic protocol that can tolerate the many reflections and noise interference was not straight forward. (MRL) and the Advanced Engineering Laboratory and the Department of Physical Oceanography of the Woods Hole Oceanographic Institution (WHOI). The authors' goal is to make moored profiler technology both available and useful to a broad cross-section of the oceanographic community. The platform and software are designed for ease of operation and maintenance. The baseline instrument suite includes both a CTD and an acoustic current meter. Provisions have been made in the design for a variety of additional instruments, including commonly available bio-optical and chemical sensors. The engineering development is largely complete, and the first commercial units have been delivered. Historically, the technology for measuring these quantities has required separate instrumentation for each, but within the last year or two, it has been shown that it is possible in shallow water to estimate both the wave height, wave direction, and current from a conventional bottom mounted, upward-looking acoustic Doppler current profiler (ADCP). Software for converting wave orbital velocity measurements from ADCPs into wave frequency and directional spectra is now becoming commercially available. The authors have taken the opportunity to evaluate the WAVES software from RD Instruments, USA, by establishing an intercomparison between wave measurements obtained with a permanently deployed 1200 kHz ADCP, an electromagnetic current meter/pressure sensor and a heave/pitch/roll buoy. Partnerships follow a natural life cycle and should be formally structured to share costs and be inclusive, i.e., promoting broad participation. By understanding partnership principles and studying currently operating partnerships, one can become equipped to use a partnership strategy to meet marine technology challenges. Inventive planning and formal accountability provide the key mechanisms for broadening the partnership and adapting it to changing societal needs. Critical steps that sustain a viable partnership include operational principles that extend from initiating a partnership agreement to conducting meaningful evaluation. Marine technology partnerships should enable participants to integrate multidisciplinary resources to support key oceanographic, meteorological, engineering, and marine operations. Several federal initiatives such as the Small Business Technology Transfer program and the National Ocean Partnership Program now exist to facilitate collaborative research. LinkQuest Inc. combined advances in high speed digital communication with broadband underwater acoustics in the development of the high speed modems. Advanced broadband spread spectrum technology results in dramatically increased data rate and robustness and decrease in power consumption. The modems are proven to perform at high data rate with virtually no communication errors under ambient noise, ship noise from small powerboats and large DP vessels and offshore drilling noise. The paper describes the working principles and architectures of the advanced modems and their interface to underwater instruments such as acoustic Doppler current profilers.
