At each time, there is a “vision of nature” made up of knowledge of the causes and knowledge of the reasons. There were successively the “geometrical nature”, then the “artificial nature” and today the “sustainable nature”. The transition is long-lasting and complex because we have to pass from “artificial nature” to “sustainable nature”. The approach is applied to the Information Theory (that is to say, the contribution of information technologies to the transition) and the precautionary principle. It was proved that the A-shares having new patents of any patent species shown the higher stock price mean and the higher stock return rate mean than those A-shares having no new patents did. The A-shares having new design grants were found to show the highest stock price mean among the A-shares having new patents of any patent species. The A-shares in the group of top 25% patent count of either the invention publication or the invention grant shown the highest stock return rates mean than those A-shares in other groups of less patent count did. The invention grant, following the general concept, showed its excellent patent effect. The design grant, beyond the expectation, also showed patent effects on the higher stock price and the higher stock return rate. An operational model, suitable for a business enterprise’s HR manager and validated by its headboard, needs to include the employees’ expertise and skills relative to their “cost” for the employer—the wage bill—and an assessment of the commercial performance. The human capital’s valuation includes methodological issues. Besides, the notion of human capital seems hardly understandable as a whole: The human capital gathers nevertheless components, such as knowledge—skills for which a first valuation can be proposed to test an accounting evaluation model for the operational human capital. In a perspective of a responsible management and a good HR policy, the method used must be able to better manage the knowledge and the competences employees acquired by accompanying them with the appropriate human resource management practices. This paper aims to show that the accounting valuation of human capital can become a tool in order to manage the knowledge and skills acquired and able to support a company’s human resources policy while being useful to its commercial performance—here in the distribution sector. In a research-intervention frame led in a responsible group, we use a model based on a triptych—wage bill, knowledge, and skills—to evaluate the human capital’s accounting, with an analytical highlight on the components measurement of the used “knowledge” and “skills” indexes in particular. The definition of dual education as a part of the system of education and training through theoretical teaching and work-based learning with the employer is given. The paper presents the results of the introduction of dual education in secondary schools so far: About 10,038 students are included; the number of dual educational profiles is 47, while the number of companies participating in the implementation of work-based learning reached 900. The paper presents and sets the goals of the dual model of higher education studies. Globally, the demand for these resources is growing, the interest for their exploitation being directly proportional to the need for technological development. IUPAC (International Union of Pure and Applied Chemistry) defines a special set of chemical elements also called Rare Earth Elements (REE) or rare earth metals as a set of 15 chemical elements from the periodic table of elements, from the class of lanthanides to which scandium and yttrium are added. Despite the name, many of these elements are relatively abundant in the Earth’s crust, but due to their geochemical properties they are usually dispersed, being difficult to exploit as they are not found in a concentrated form.
