Also they seem to share more and more common features. With the acceleration of economic globalizationsince the end of the Cold War, nation states are increasingly interdependent in the energy sector while competition and coordination become the mainstream of international energy politics. Consequently all parties have put growing importance on international energy cooperation and its institutional construction. The recent years have witnessed a continuous growth of trade between China and Arab countries – a newly established crucial trading partner and platform for practicing the “going-out” strategy. Thanks to both sides complimenting each other, a positive win-win situation has been achieved. However, as more and more Chinese merchandises and enterprises have entered the Arab world, certain problems have emerged, such as poor quality of merchandises, illegal operation of enterprises, and difficulties of certain Chinese employees integrating into local life. The author argues that as a second-tier factor in the foreign policies of most countries and international affairs, religion and religious movements could neither shake the dominant role of “norm-setting” sovereign states in the international system, nor serve as a basis to “rebuild” IR theory. The unexpected collapse of corporate giants such as Enron and WorldCom has driven those interested to pay more attention to the unethical practices in accounting systems. The phenomenon of Earnings Management (EM) is seen as one of the most problematic issues facing the accounting profession during the last few decades. It has been argued that EM misleads the users of financial statements. This is because when the managers alter earnings, the financial statements do not accurately reflect the economic wealth of the company, which ultimately leads to the gross violation of stakeholders' trust. The objective of this paper is firstly to address the ethical issue of EM and evaluate the progress of research in dealing with this issue where Islamic Structural Framework, based on Islamic creed (aqidah), can provide some insights into the behavioral pattern and actions that could be undertaken to reduce or eliminate the practice of EM. The current situation is primarily related to the important location of the Middle East. Nearly all the Arab countries are involved in the upheaval. Omnifarious appeals are claimed by the people, including political, economic and social aspects. The problems have been accumulating for years, and the Middle East upheaval in 2011 was an overall outburst of people’s dissatisfaction. The cost of the unrest is high despite the social progress it may promote. At present, a fragile peace is realized in Syria though the prospect of future development is unclear. Since the outbreak of the Middle East upheaval, China has adopted a principle of “non-intervention in other’s internal affairs” and “mediating for peace while promoting talks” policy, which is appropriate and proactive. Beijing's energy security is mainly that of geopolitics in the Middle East and North Africa (MENA). As the geopolitical conflicts in the MENA are defined as long-running and insolvable in the foreseeable future, oil supplies from these regions are inevitably unstable, which exerts direct impact not only on international energy market and oil prices, but also on China's energy security itself. Despite the substantial progress made ever the years in China-the Greater Middle East energy cooperation, restrictive factors such as resource nationalism are many, obstructing further development in this regard. Up to date, major cooperative breakthroughs are yet to be achieved in China's involvement in the exploration and production of the upstream sector in oil-rich Gulf countries. Pipeline politics is another challenge. Overall, China's incapability and policy for oil politics and geopolitical risks, the energy geopolitical risk will pose long-term impact on China's energy security. Such soft military presence is of great importance and significance. At the national level, it helps Washington to stabilize and control the Iraqi situation; at the regional level, it can secure a strategic balance between Shi'a and Sunni sectors, which is essential for the US to respond to a rising nuclear Iran; at the global level, this soft military presence helps to cut US military expenditure and shift its strategic focus from the Greater Middle East to the Asia-Pacific regions. However, regarding the establishment and operation of the funds, Saudi Arabia pursues a conservative investment strategy as a regional power, which is quite different from other Gulf countries. It is found that the economic conditions in Saudi Arabia, such as money supply, foreign exchange reserves, external debt and domestic economic development, which are generally considered to be the determining factors for the establishment of SWFs, were not favorable compared with those in the other GCC states in the last decades. However, even when those conditions have been improved since the beginning of this century, the performance of SWFs in Saudi Arabia still lags behind compared with other Gulf countries. As the economic indicators of the country will be studied, so will a political analysis be conducted in three specific perspectives: the significance of US dollar reserve for Saudi-US diplomatic relations, the deterioration of political environment of FDI in western countries after 9/11 and a mix of public and private ownership systems brought by the royal family. Because of this upheaval, the Middle Eastern configuration is facing challenges; the contradiction within regional powers is experiencing growth and decline. The adjustment of America's Middle East policy has affected the trend of Middle East situation. China's “non-interference in others' internal affairs” principle gains international society's interpretation, and China's diplomacy towards the Middle East is facing important opportunity and enormous challenges.
