Various methods are used to construct DEMs, among which it is worth noting the methods based on spatial interpolation. One advantage of spatial interpolation is the ability to take into account the uneven distribution of points on the earth's surface, which provides a more accurate DEM. With the spread of high-precision geodetic instruments and technologies such as GPS and LiDAR, the methods of constructing DEMs have significantly improved. Modern methods include interpolation of curved surfaces, smoothing methods that reduce noise and random errors, and adaptive filtering methods that can detect and correct data anomalies. In the field of geodesy, digital elevation models are an essential element in performing measurements and creating project documentation for construction. The purpose of this article is to analyze existing methods for constructing digital elevation models and to compare them to choose the best one. For the analysis, the widely known geoinformation system package Surfer was selected, which contains a sufficiently large number of deterministic methods and a geostatistical method based on spatial interpolation. The Golden Software Surfer geoinformation system is currently the industry standard for constructing graphical representations of two-variable functions. An unbeatable advantage of the program is its built-in spatial interpolation algorithms, which allow creating digital surface models with high quality for spatially unevenly distributed data. The Surfer program provides 12 different methods of spatial interpolation. For the analysis, a random fragment of a topographic map was taken, which was previously digitized and exported in ASCII format with ready-made coordinates for constructing a DEM. However, only 6 out of the 12 methods that could more accurately reflect the real relief situation were further analyzed based on these topographic data, namely Kriging, Triangulation with Linear Interpolation, Radial Basic Function, Natural Neighbor, Modified Shepard`s Method and Minimum Curvature. It has been established that with the help of visual assessment it is impossible to give a reliable assessment of the current state of the structure. Modern geodetic instruments significantly expand the capabilities of engineers for technical control, therefore, in the article, special attention is paid to this type of work. The survey is carried out on the example of a building that was erected according to a block space-planning scheme. The planning scheme is based on separate blocks of different heights and sizes. This is the reason for considering the sequence of performing the survey on this type of object. In the course of the survey, work was carried out on a visual assessment of building structures and their joints between each other, deviations from design solutions and design standards were established, an analysis of the spatial position of structures and deviations from the project and standard indicators was carried out. To clarify the structures of the foundations and establish their compliance with the design data, pits were made in places regulated by the terms of reference. The pits were carried out in a combined way to the depth of laying the foundations. According to the results of laser scanning, the spatial position of the structures on the executive diagrams was recorded. Scanning was carried out in three blocks. To assess deviations from the boundary normative indicators, an analysis of the results of scanning the planned position of the building's supporting structures was performed. Based on the results of the tacheometric survey, design solutions were established that do not meet the requirements of the current regulatory documents in terms of proper fastening of structures to each other and disregard for the conditions for ensuring the rigidity of structures, which can lead to a decrease in the overall rigidity of the frame and cause excessive deformations. Deviations were also established that are a multiple of the limiting parameters normalized by the regulations, reduce the overall stability and rigidity of the building frame, contribute to the appearance of additional, unforeseen design loads on structures, increase the risk of structural failure and negatively affect the overall level of reliability. Based on the results of the research, it was concluded that the use of modern electronic geodetic instruments can significantly expand the capabilities of engineers for technical control. Issues related to the competence of urban construction in the system of post-war reconstruction are also discussed. The article includes conclusions about the role of urban construction in post-war reconstruction and prospects for the development of this area in the future. The purpose of the article is to identify the current problems of the development of urban construction in Ukraine in the conditions of post-war reconstruction and to identify the prospects for the development of this industry. The article contains an analysis of the state of urban construction in Ukraine, identifies problems and prospects for the development of the urban construction industry, and also offers recommendations for improving the situation in this industry. The prospects for the development of this scientific direction are also analyzed. The tasks that can be solved with the use of ground-penetrating radar equipment during the non - rigid pavement. The main reasons preventing a more dynamic implementation of ground-penetrating radar technologies in the construction industry are considered in detail. The main reasons are: the difficulty of interpreting GPR data, the lack of an instrument base, the lack of a single complex of equipment and mathematical support for non - rigid pavement, which allows for guaranteed high-precision interpretation of the results of GPR surveys of non - rigid pavement and ground surfaces, and the absence of a regulatory framework that regulates the survey of highways with the use of ground-penetrating radars. Modeling of signal propagation in an environment with known electrophysical characteristics allows to determine the shape and amplitude of a complete signal, giving the possibility of correct interpretation of radargrams in order to determine the speed of signal propagation in the studied structures, electrophysical characteristics of structural materials of layers of non - rigid pavement, the interface of environments. To carry out experimental studies aimed at the development of methods of thickness measurement and defectoscopy of structural layers of non - rigid pavement, specialists of the Kharkiv national automobile and highway university use a set of geolocation equipment that uses ultra-broadband signals. A set of georadar equipment is used both for conducting experimental laboratory research of road clothing and for field surveys for the purpose of developing a road monitoring system using radar methods. For the verification and practical use of the proposed scheme for determining the time delay of signals, which allows to calculate the thickness of the structure under study, appropriate software was developed. A series of laboratory experiments were conducted using this software product. As shown by the experimental laboratory studies, the method allows to restore the thickness of the layer under investigation with a fairly high accuracy. During the operation of buildings and structures, it has been proven that the influence of temperature loads, especially in combination with force loads, leads to a significant change in the operational qualities of both individual structural elements and buildings as a whole. The relationship between stress, deformation and temperature of materials should be clearly defined during research of the structures operation under the influence of high temperatures. A so-called “rheological approach” is used to account for these interrelated effects, and the related effects between stress and expansion behavior are taken into account by introducing load-induced thermal strain into the calculation. In the conducted analysis, the results of experimental studies of foreign scientists and normative values, given in EC2 and ENV-1992, were taken into account. It was established that the distribution of stresses and deformations in concrete structures cannot be correctly determined exclusively by applying the corresponding recommended Eurocode 2 curves. Values of deformations, corresponding to compressive concrete strength at specified temperatures, are given without transparent justification of the way of taking into account the related effects between stress and expansion of the material. Thus, the σ-ε curves of concrete in EC2 should be used only for the heating phase, however, they are not used for the cooling phase. As further ways of improvement, on the basis of the existing EC2 methodology, the development of the mathematical “stress-strain-temperature” relationship is proposed for the research of interrelated effects between stress and expansion of concrete. To account for the interrelated effects between stress and expansion in concrete subjected to simultaneous heating and loading, an equation is proposed to calculate the strain value, corresponding to the compressive strength. The issues of using modern instrument equipment in conducting geodetic monitoring with the use of artificial intelligence are investigated. Therefore, the application of artificial intelligence in geodetic monitoring of buildings and structures can significantly increase the efficiency and accuracy of data collection and analysis, reduce risks and increase the safety of workers and the public, as well as reduce costs and increase the productivity of processes. There are various examples of the application of artificial intelligence in geodetic monitoring of buildings and structures, such as the use of machine learning to predict landslides, the use of autonomous drones to collect data, and automatic image processing systems to detect defects and damage to buildings. The use of artificial intelligence in geodetic monitoring of buildings and structures has great potential for improving the safety, efficiency and productivity of construction processes. In addition, the development of artificial intelligence and its application in geodesy can help solve complex tasks, such as predicting floods, earthquakes and other dangerous phenomena related to geodesy and construction. The application of artificial intelligence can also increase the accuracy and reliability of surveying and mapping, which can be useful for solving many different problems related to surveying and construction. In this regard, it can be argued that artificial intelligence has already found its application in geodesy and construction, and its capabilities are still being explored and developed. This opens up many opportunities to improve the efficiency and accuracy of construction processes, reduce risks and increase the safety of workers and the public, as well as to create new innovations and achievements in the field of surveying and construction. Remote sensing of the Earth, navigation and positioning systems, land resource databases are another tool for monitoring urban land. These databases are the basis for monitoring urban land and are used to make decisions on planning and management of land resources. For the effective use of instrumental support for city land monitoring, appropriate qualifications of specialists and engineers who will be engaged in data collection and analysis are required. It is also important to have sufficient resources and funding for tool development and implementation. The purpose of the article is to research modern approaches, methods and principles of instrumental monitoring of urban lands. The study presents methods and technologies of instrumental monitoring of urban lands. The areas of instrumental provision for monitoring the land of cities have been analyzed. Monitoring urban land is a very important task that has a significant impact on our planet and our shared future. To do this, it is important to have access to accurate and objective statistical data that will allow for proper planning and control of the use of land resources in cities. According to the research results, it was found that the instrumental methods of city monitoring are an important tool for ensuring the sustainable development of cities and improving the quality of life of residents. They allow collecting accurate and objective data on the state of urban areas and using them for planning the development of cities and managing urban infrastructure. It has been proven that the instrumental methods of city monitoring should be used in combination with other methods and approaches to ensure a comprehensive and multifaceted analysis of the state of cities and their development. The experience gained in this direction proved the low effectiveness of the tools used and proved the need to improve state financial control and audit. The need for careful study and implementation into practical activity of the positive experience of building a state control system existing in developed countries, one of which is the Kingdom of the Netherlands, is justified. One of the most polluting industries is the thermal power industry, and therefore reducing the emission of harmful gases, in particular nitrogen dioxide, is an important environmental problem. The share of electricity production by thermal power plants and thermal power plants in the electric power complex is significant, which leads to environmental risks due to large emissions and discharges of harmful substances by these enterprises into the environment. The magnitude of such emissions depends on the efficiency of the circulating cooling systems, which affects the rational use of fuel and water resources and, accordingly, the state of the environment. Increasing the temperature of the exhaust steam by reducing heat transfer through the contaminated heat exchange surface increases the pressure in the condenser of steam turbines and reduces the power of the turbine, which increases fuel consumption and increases the amount of emissions of harmful substances. One of these emissions is nitrogen dioxide, which is a harmful toxic compound and is classified as a greenhouse gas. The Purpose of the work is to calculate oxide carbon emissions depending on the thickness of the deposited layer on the heat exchange surface of the condensers of steam turbines of TPP. The concept of a particle of harmful emissions associated with the emergence and growth of a layer of pollution of the heat exchange surface of the condensers of steam turbines of TPP, expressed in fractions of a unit, is introduced, and an analytical expression is obtained for this value. Based on the theories of fuel combustion, heat transfer, as well as the concept of a part of harmful emissions associated with the emergence and growth of a pollution layer, the dependence of the amount of harmful emissions associated with fuel combustion at TPPs on the thickness of the pollution layer of the heat exchange surface of steam turbine condensers is obtained.
