The development of computers and communications creates the preconditions for moving the place of work out of the office space in the digital home. In these circumstances, more and more importance is given to the individual skills of the person, its ability to absorb a huge amount of diverse information, generate and innovate. Therefore, empowerment process for every professional who wants to be popular, it becomes continuous, becomes a constant need to learn and lifelong learning. In addition, requirements for the employees are changing, and the person must evaluate its relevance to society. This raises the question: how to evaluate the relevance? What is necessary for the Smart-society? What to learn or re-learn? Focus shifts from classical training to personal development. Traditional methods and approaches to learning have stopped covering the needs of the knowledge. Instead of selecting a limited number of the templates, each person is faced with the necessity to configure your own unique personality, to increasingly use informal learning, providing the individual development. The professional competence of the person in the Smart-society is formed in an interactive learning environment, using content from around the world, which is in the public domain. The assessment level of competence, identifying the need for professional development, early learning with the use of technology, provided by the Smart-education, are essential components of the formation process of professional competence of the person in the Smart-society. It is important to provide the compliance of the business metrics of employees to the content of the assessment test at the stage of internal validation for the purpose of timely identification of those competences, it is necessary to increase their level, and certification testing for confirming the level of professional competence of employees, which dictates the ethics of the Economy and Smart-society. This problem causes the need to use the active and relevant content. In order to solve the global task it is necessary to promote development and to use open educational resources. Such active approaches to learning increasingly spread, as the creation of professional communities, the use of cloud computing, mobile communication development. In the context of the professional standards’ implementation, the person should be prepared for such a certification and not pass it by trial and error. The person has to have a possibility to check and to develop the competencies. «Professional communities» can provide such a possibility, in our opinion. The study has been based on the foresight results and the content of the Internet publications on the prospects for sustainable development of education in the context of UNESCO Incheon Declaration for Education 2030. The content analysis of pedagogical publications has demonstrated that the current understanding of knowledge appeals to its socialization and dissemination in the global network environment, whose technological basis is rapidly growing. The educational process in the Learning Society is regarded as a distributed one among some formal education establishments (“universities of the world for one”) and the community of content curators. The function of content curators is to deliver comments, generalize and promote new information that supports learning needs of different global network users. The relation model of the subjects of the informational and educational space has been described. The model includes lecturers and learners as well as the content curators. The necessity of humanitarian potential development in the informational and communicational environment has been argued as well as the development of a creative class of people who share their existential experience, knowledge and wisdom. The development of every society member in the robot-based artificial intelligence environment has been considered to be defective without any interpersonal interaction and learners’ activity in the online community. At the same time, in the educational practice, especially when using distant educational technologies, the command method of instruction is quite rare. The reason for this is that the teamwork in the implementation of educational programs requires fixating individual educational outcomes of each trainee, their contribution to the performance of the group task. It complicates the organization of the educational process. As the result, educational organizations do not often use this educational form because of the complexity of its application in the conduct of intermediate and final attestation. Research goal. search and validation of a problem solution that can be formulated as a contradiction between the need to perform group homework assignments in distant learning and the necessity to fix the individual educational results of each trainee for the purpose of intermediate and final attestation. The authors of the article offer basic methodological principles that allow finding the balance in-between the requirements of legislation and preserving the team approach in the process of group work of trainees. Materials and methods. The initial materials of the research are an overview of existing publications on the organization of teamwork of trainees is used, including the implementation of training in a long distance format, the legislation of the Russian Federation regarding interim and final certification of trainees, as well as practical experience in implementing training programs, based on ANO “E-learning for Nanoindustry (“eNano”)”. Based on these materials, the authors offer basic methodological principles, obtained empirically and subject to validation in the process of research. The validation of the proposed principles was carried out using the example of an advanced training program “Design and Development of Electronic Training Courses”, implemented by ANO “eNano” by an expert survey, and based on a statistically significant sample. Results. As the result of research, the authors obtained confirmation of the effectiveness of the proposed methodological principles, using the expert survey method by questioning 35 participants who had completed the above-mentioned advanced training program in a completely distant format. This total set was formed from three flows, within which the trainees were divided into groups of 3–4 people and themselves moderated the roles within the subgroups when performing group (team) assignments. E-learning is a part of the knowledge management tools, which is widely used in companies and universities for the knowledge dissemination. KM methods are used in the system of education management to solve problems of innovative development for educational institutions. The main goal of knowledge management is to support the innovative activities of lecturers and researchers. The development of elearning courses is an example of innovative activity at the university. Elearning course contains the results of scientific and methodical activities of the Faculty, and it is a ready-made innovative product of the university. The technology and methods of e-learning have already became an essential support tool for the training process at the leading universities in Russia and in the world. The scientific novelty of the research is to identify the KM levels in the development of e-learning courses. The paper shows KM levels in e-learning: individual, team, university, inter-university and global. There is a paradoxical situation in the academic environment. Many universities are willing to support free access to its educational content through the platform of open educational resources (OER), or massive open on-line courses (MOOC), however, the development of inter-university courses often is an initiative of self-organizing authors’ groups. The development of each KM level in the university is the basis for the complete work at a higher level. The paper proposes a draft of such a language based on data flow diagrams (DFD diagrams) as the most frequently used in functional structural modeling. As part of the work in this direction a conceptual model language is proposed, named DFD-technology, integrating structural models for different purposes based on DFD-diagrams, and reflecting functional, informational and behavioral aspects of the modeled object. The article also analyzes the syntax, semantic and pragmatic aspects of the introduced unified modeling language. For a formal description of the syntax, it is proposed to use the apparatus of the mixed grammars, a combination of graph and regular grammars. The article gives a grammar description to generate a simple dialect of DFD technology, informally described semantic aspects of language, particularly the semantics of relations between objects of the language. Thus, the paper proposed a solution of unification and standardization problem of structural modeling languages, based on the integrated DFD-technology. The conceptual model of the technology is prepared, the syntax of the standardized language, using the technique of the mixed grammar and the semantic aspects of the language are described in detail. The article presents brief information about the evolution of e-learning systems, and the explanation is given of using the term “blended learning” in case of applying it. The results of comparative analysis are given for systems of managing content and education process exemplified by Moodle 3.2 and DiSpace 2.0, the latter of which is an updated version of a software platform developed by Novosibirsk State Technical University. The following characteristics of e-learning systems were studied: functionalities of modules and subsystems; terms of authorization, installation and support; interface convenience and other parameters. The results are given of polling students about evaluating the indicators of the quality of DiSpace 2.0 e-learning environment (interface friendliness, communication convenience, functional completeness) and electronic educational-methodical complex (availability, content completeness, presentation convenience, involvement in the educational process, topicality). The article shows that the purpose of such training has been always the formation of the basic theoretical concepts and practical skills to solve problems by programming with computers. All the formation periods and the following improvement of basic computer training were analyzed by the example of the National Research University «Moscow Power Engineering Institute» (NRU MPEI). Special role of the structured programming technology is mentioned, the use of which allows you to effectively develop easy understood algorithms and computer programs with a minimal number of errors. Particular attention is drawn to the serious methodological support in the 80th (the last century), the basic computer training of students by the Ministry of Higher Education of the USSR and the Research Institute of Higher School Problems. The important role of methodical councils of universities on the computer technology application to coordinate in those years the basic computer training at the University is mentioned. The article shows the new teaching methods of the main discipline with generally accepted today in Russia term “Informatics”. This method was developed in the National Research University «Moscow Power Engineering Institute» at the Applied Mathematics Department, providing the basic computer training of students in 1–2 semesters. This new teaching method has such a «reference point» as fundamental programming concepts «task – method of this task solution – algorithm for solving the task – computer program». The main tasks of the discipline of the basic computer training were defined: – formation of students’ formal logic, algorithmic thinking; – learning of modern technology of structured programming, providing efficient development of algorithms and computer programs; – formation of practical skills of designing algorithms of any complexity; – learning of procedure-oriented programming languages. The article analyzes some negative aspects, related to basic computer training and appeared in the last 15–20 years in the National Research University «Moscow Power Engineering Institute» and other higher technical educational universities of Russia, including: – subjective diluting effect, changing the purpose and content of basic computer training and replacement by the other, «unconvincing» in the content subjects; – lack of a unified program of discipline «Informatics» for higher technical educational institutions of Russia; – lack of understanding of the specificity of very intensive work of lecturers, conducting such training, and the underestimation of their labor; – insufficient current level of initial computer training for the secondary school graduates; – lack of methodological interaction of higher technical educational universities of Russia among themselves and with the secondary school on basic computer training. The article shows the approaches to decision-making in poorly defined and semistructured situations (objects, organizations), descriptions are presented in a linguistic kind in the form of expert knowledge, value judgment and hypothetical assumptions. Contingency, cognitive and semiotic approaches to support of decision-making in such cases are considered. The material statement is based on the analysis of the Russian and foreign scientific publications under the considered approaches in the historical aspect. In the beginning the approach description in a statement of its founders is carried out. Then the short review, significant from the author’s point of view, modern theoretical and practical works in a considered direction in Russia and abroad is presented. Further the author’s point of view, concerning advantages, lacks, constructiveness and prospects of the considered approach is presented. The analysis result is the basic ideas in a general view, a current state, an estimation of the practical importance of the considered approaches to decision-making. A new form of cascade training – academic cascade training when the educational institutions create a large-scale information and educational environment on the basis of telecommunication technologies to provide the institute mentoring support in the state bodies and organizations. In comparison with the traditional mentoring (personal experience), students and graduates of the retraining system of educational institutions can transmit the knowledge and skills, acquired by them in the course of training, to the young managers and specialists of their organizations, thereby promoting further innovative educational potential of educational institutions through a system of cascading mentoring. For this purpose, in educational institutions an interactive educational environment is created based on telecommunication technologies, which allows you to create and develop a common information space, to simplify the procedure for communicating the mentors and trainees, to provide a wide access to the content. Telecommunication information technologies are not only a powerful tool, intelligent instrument and means of creating a cascade learning environment, but also an important factor in improving the entire methodical system of mentoring. It is proposed the creation of a large-scale information and educational environment on the basis of telecommunication technologies for cascade training when the educational institutions may become a part of the mentoring institution. On the one hand, they prepare students, including both potential mentors, and on the other hand, using modern telecommunication educational technologies, they participate together with the students-mentors in mentoring activity in organizations. Today, the full range of human activities entrusted to the personnel service of organizations. Educational institutions are involved only in the process of learning and, as a rule, stand apart from the rest of the personnel requirements of organizations (according to the principle: “We gave you the knowledge, and then you are by yourself…”). It is practically impossible to create a large-scale system of continuous development of managerial staff in the organizations without continuous interaction of personnel services in organizations, and educational institutions that have, both human and educational technologies. It is proposed to extend the learning process of the educational institutions in the state bodies and organizations through a system of cascading mentoring based on telecommunication technologies. The structure of the e-learning system provides means of creation, management and delivery of the content, means of organizing the learning process and interaction support of the participants.
