Dementiev","doi":"10.14530/se.2023.2.047-069","DOIUrl":"https://doi.org/10.14530/se.2023.2.047-069","url":null,"abstract":"Recent studies in the field of socioeconomic development of the country’s regions show high intensity and versatility, but they do not sufficiently assess the transformation of territories in conjunction with the functioning of railway transport, as an important element in ensuring sustainable growth. The content of the work is aimed at establishing the impact of rail transport on the socio-economic development of regions. The theoretical provisions of the spatial economy constitute the methodological basis of the study. The research methods are bibliometric analysis, in particular the analysis of the frequency of using keywords (co-occurrence analysis), methods of comparative, correlation and regression analysis. The empirical basis of the study includes publications indexed by the Scopus database, as well as official statistical information on the functioning of railway transport and the level of socioeconomic development of the territories, which Russian Railways operates, for the period 2010–2020. The initial data were processed using VOSviewer 1.6.18, EViews 13, Stata/MP 14.2. The article tests the assumption that there is a correlation between the results of railway transport and gross regional product as a characteristic of the socio-economic development of the regions of the Russian Federation. The approach involves checking the cross-dependence and stationarity of variables, performing a Pedroni and Kao panel cointegration analysis, estimating the parameters of the cointegrating regression, and conducting a Dumitrescu – Hurlin causality panel analysis. We examine approaches used in the literature to classify digital skills and using it develop our own classification. The paper studies the advantages and limitations of various indicators of the demand for digital skills. We suggest that the ratio between the share of vacancies requiring digital skills of a certain group in the region and the labor force population should be used as the most appropriate one. The results of the study show that in Russia there is still a significant regional differentiation in the employer’s demand for all selected groups. Differentiation increased with the beginning of the Covid-19 pandemic, and decreased slightly in 2021–2022. We reveal that regions with a higher level of economic development have higher requirements for digital skills. Digital skills are more often required in regions specialized on primary production and less often in agricultural regions. The set of generally accepted provisions (the ‘hard core’ of the theory) had not been formed in the framework of the original works of French researchers (primarily F. Perroux and J.-R. Boudeville). This problem of began to worsen due to the expansion of the number of involved researchers. One of the most notable innovations, which arose due to incorrect interpretations of the publications of the French pioneers, was the introduction of the term ‘growth center’, which greatly supplanted the original ‘pole’ terminology from the Anglo-Saxon works. In addition to the unjustified expansion of the list of terms, publications began to appear based on methodological guidelines that run counter to the ones of F. Perroux. In fact, the scientific direction has clearly fallen into the ‘fragmentation trap’. It also failed to form a set of more or less complete auxiliary theories that could form a ‘protective belt’ of the theory of polarized development. As a result, the original methodological basis (which can be characterized as heterodox) began to erode, including through studies using economic orthodoxy typical tools. The PRC is still a country with a large proportion of the population living and working in rural regions. That is why the sustainability of the development of these regions and the country’s economy as a whole is largely determined by the peculiarities of the development of the labor resources of Chinese villages. The process of accumulation of human capital in rural regions plays an important role in China’s economic and social policy, as well as in solving the problem of ‘sannun’. The process of accumulation of human capital is influenced by three groups of interrelated factors: urbanization with Chinese characteristics, the level and quality of life, infrastructure and socio-institutional environment. The results of a comprehensive analysis of the influence of these groups of factors led to the conclusion that an elementary increase in public investment in the agricultural sector and rural regions of the PRC against the background of the development of free market relations, urbanization and income differentiation is not enough to ensure conditions for sustainable economic development and solving this problem.
