Its aim should be to support municipalities in their attempt to solve primary problems. What makes such a policy necessary is the fact that, while cities play a crucial role in global socio-economic development, they also experience financial, demographic, social, environmental, housing and other problems most severely. Therefore in many cases cities cannot be generators of development and cannot be responsible for the implementation of the Lisbon Strategy, as stipulated by the European Union. The aim of this paper is to present the principles of urban policy which could be implemented in Poland taking into account both, the existing situation and the position of the European Union on this matter. It is assumed that urban policy will be implemented at two levels: supra-local (the European Union, state and regional) and local. The first of these levels will apply to all European cities, Polish cities and those of a particular region, while the other, to a particular city and its spatial components. The policy principles will result from EU documents for which urban policy is a component of regional policy. Urban sprawl refers to the extent of urbanization, which is a global phenomenon mainly driven by population growth and large scale migration. In developing countries like Iran, urban sprawl is taking its toll on the natural resources at an alarming pace. The purpose of this paper is to study urban growth and effective factors on them in the city of Urmia, Iran. We used quantitive data of the study area from the period between 1989 and 2007, and population censuses of Urmia. To measure the model of urban growth, Holderness and Shannon’s entropy were employed. The Urmia case is interesting for several reasons: first, it is a case of very fast urban growth even for a developing country; second, it illustrates how the fastest rates of urban sprawl may correspond to middle size cities rather than to large centers. Its notable consequence for the system of human settlements translated into forcible urbanisation, but only insofar as quantity was concerned (artificial multiplication of towns and of the town population). As industrial units set up, some villages, functioning as dormitories, would be turned into towns: other would be integrated into the urban administrative territory; on the other hand, some dominantly rural residential districts would be attached to the town and a new type of settlements, connected with the construction of big industrial estates, would be built on empty terrain. As a result, a new type of town-integrated settlements would emerge, but the quality of their urban-type infrastructure falls far below that of traditional centres. Their individual character is marked by a fluctuating evolution, in the majority of cases much closer to countryside, that is, decreasing population and growing vulnerability connected with the units they had been engendered by. Considering the foregoing, we could say that these settlements, now part of the town, represent a distinct, intermediary category between the urban and the rural system and should be designated as such. The state capital determines a specific organisation of the state territory, as materialised in a certain pattern of communication routes and a specific layout of the other urban nuclei with macro-territorial functions. Bucharest’s peripheral position within the national territory calls for the decentralisation of its functions concomitantly with remote regional metropoles becoming more important as spatial structuring nuclei. For both systems, one of the key features is diversity, called geodiversity in the first case, and eco- or biodiversity in the second. The paper analyzes their definitions and proposes a clarification: overlapping with geodiversity, eco-diversity includes biodiversity. The starting point is represented by the results of the researches in FP7 project EuroBroadMap. Visions of the Europe in the World, which shows that the city of Iași has an unfavorable position among the preferences of the Romanian student’s questioned, which raises some questions about its role as a regional metropolis. In order to improve its position, the city could appeal to the territorial marketing strategies. Several key features of the relationship between knowledge economy, RD and SMEs are emphasized, and also their effect on regional and local communities. Then, a summary of RD particular features in Moldova is presented. The role of SME sector, examined in terms of its performance by ownership and activity types, as a whole and by main firms’ categories (micro-, small, and medium-sized) is analyzed. Small enterprises have been considered as the most adequate solution for promoting RD in general case. National-level analysis is completed by regional insight into the sector as a whole. Since then the informal business sector has become an integral part of the central business setup of cities in South Africa. It not only serves to widen the security net of the urban poor in cities, it also represents the outcome of the democratization process in the country over the past fifteen years. Yet, there has been a tendency amongst local authorities to take steps to reduce the footprint of this sector in the urban environment in recent years. This trend ties in with the new approach of government to transform South African cities to become ’world class’ centres - a step that is aimed at making the cities more visually acceptable to visitors from abroad. In this paper an attempt is made to demonstrate the importance of the informal sector within the urban business makeup and to show what role it played in the spatial-structural evolution of the urban economies during the 1990s. The paper analyzes the structure of the urban business sector as a whole and structurally links the formal and informal sectors, demonstrating the importance of both sectors in the economic makeup of the cities. Gorj County is one of the counties which recorded a major economic decline following the restructuring of economic activities. These counties need interventions at the strategic level, in order to identify the development alternatives, based on the capitalization of local resources. Following the analysis of the relation between the enterprise initiative and development, the way in which it has become fundamental for the development of a geographical space was clearly underlined. The analysis of this determination offers a well documented scientific support to the local and central authorities; this support regards the development of the enterprise initiative in territorial profile and, on this basis, it offers concrete solutions, based on decisional chains, which will have as a result the attenuation of the imbalance within the territorial profile. Determining the identity of small towns is rather difficult, because complex and varied political, social and economic changes occurred in the previous century. Thus, three distinct phases have been established: before 1950 the towns had a rather strong rural character; in 1950-1989 their identity was completely changed under the communist regime; after that, they somehow re gained their initial identity (the one before 1950), or promoted it at higher levels. The imbalances in the levels of development of various territorial units of Serbia (regional disproportions) are the consequence of many structural disharmonies, material limitations, and problems with population structure, during many years, all worsened by political and economic events at the end of the twentieth century.
